About this opportunity

This is a professional services procurement issued by Newton County, Georgia for a comprehensive systemic review and update of operations for Newton County Fire Services (RFP #26-03). The County is seeking qualified consulting firms to conduct a detailed operational assessment and provide recommendations for improving fire services delivery, requiring specialized knowledge and professional expertise in fire services management and operations. The scope of work, as detailed in the contract agreement, encompasses a full systemic review of the County's fire services operations with a focus on operational improvements and modernization. Deliverables and specific objectives are outlined in Exhibit "C" of the proposal documents, with the expectation that work will be completed in a prompt and timely manner without causing delays to the County's capital improvement program. Sealed proposals must be submitted electronically through EUNA's Electronic Submission Portal by October 3, 2025, at 9:00 AM local time. Digital copies of the complete proposal documents are available at no charge from the Newton County Purchasing office at www.co.newton.ga.us or by contacting Randi Fincher at 678-625-1237 or rfincher@co.newton.ga.us, with hard copies available for a non-refundable fee of $25.00 per set. Contractors must be on record with the issuing office as having received complete proposal documents for their submission to be considered valid. The County will evaluate proposals based on specific evaluation factors outlined in the Request for Proposal documents and reserves the right to reject any or all proposals at its discretion.

All responding consultants and sub-consultants are required to maintain comprehensive insurance coverage, including General Liability with minimum limits of $1,000,000 per occurrence for bodily injury and property damage, Commercial Automobile Liability with identical limits, Statutory Worker's Compensation Insurance with $1,000,000 employer's liability coverage, and $3,000,000 in commercial umbrella liability. Prime firms and any sub-consultants must obtain and maintain a valid business license, and certificates or policies of insurance evidencing compliance must be provided to the County upon request. The procurement documents do not indicate specific set-asides for disadvantaged enterprises or restrictions limiting participation to particular organizational types. Matrix Consulting Group, Ltd., a California-based consulting firm, has been selected as the awarded consultant under this RFP, indicating that this opportunity represents the active contract award resulting from the solicitation process. The maximum contract price is $61,250.00, representing full compensation for all direct and indirect costs associated with completing the work, with monthly payments due within thirty days of invoice submission. The contract includes a one-year term from the effective date with statutory termination provisions on December 31 of each calendar year and automatic renewal on January 1 unless non-renewal notice is provided five days prior to year-end.
