About this opportunity

The Oklahoma Office of Management and Enterprise Services (OMES) Central Purchasing division is soliciting competitive proposals to establish one or more statewide contracts for galvanized steel signposts, square tubing posts, and delineators under Statewide Contract Number SW0761M (Event Number EV00000940), with proposals due July 23, 2026 at 3:00 p.m. CST. The resulting contract will be available for use by all state agencies, counties, cities, school districts, and other political subdivisions throughout Oklahoma.

All products must be listed on the Oklahoma Department of Transportation (ODOT) Approved Products List (APL) at the time of proposal submission and must conform to ASTM and AASHTO specifications for galvanized steel construction and ODOT Specifications for Highway Construction and applicable ODOT Traffic Standards. Offerors must provide manufacturer names, product names and models, APL category and product IDs, and APL links or screenshots for all offered products. Failure to meet any mandatory requirement results in the proposal being deemed nonresponsive.

The initial contract term runs from execution through June 30, 2027, with eligibility for up to four one-year renewal options extending to June 30, 2031. Contracts operate under annual auto-renewal; either party must provide written termination notice at least 30 days prior to term end to decline renewal. Evaluation is based on best-value criteria incorporating price, experience, references, past performance, and mandatory technical requirements.

Bidders must submit an executive summary, company information, three business references from clients for whom they have provided similar products, and pricing via the designated price sheet. Bids must remain firm offers for a minimum of 120 days after the due date. All travel expenses must be included in total bid price. Suppliers bear responsibility for all shipping, packaging, delivery, and handling on a free-on-board basis to the customer's destination. A 1% contract management fee on all transactions must be included in quoted prices. Suppliers must submit quarterly usage reports within 45 days following each calendar quarter and maintain commercial general liability insurance with minimum limits of $2 million per occurrence. Questions are due July 9, 2026; the deadline for requesting administrative review is June 25, 2026.
