About this opportunity

The Office of Management and Enterprise Services (OMES) Central Purchasing division is soliciting responses for a statewide snow removal equipment contract (SW0500M) serving all Oklahoma state agencies and affiliates on an as-needed basis, with proposals due July 28, 2026 at 3:00 p.m. CST and questions due July 7, 2026. This is a mandatory statewide contract for participating state entities.

The scope encompasses snowplows, snow blowers, salt and sand spreaders, brine sprayers, and brine makers. All equipment must be new, unused, current production models designed for commercial or governmental snow removal operations and capable of operating in extreme winter conditions below −20°F. Equipment must be delivered fully assembled or installation-ready with complete operational documentation, operator manuals, maintenance manuals, parts lists, and warranty procedures. High-strength steel construction with corrosion-resistant materials suitable for salt and brine exposure is required, along with replaceable wear components, hydraulic or electric control systems, and safety guards with emergency stop features where applicable. All equipment must comply with applicable federal, state, and local safety regulations and include a minimum one-year manufacturer warranty covering defects in materials and workmanship.

The contract is structured as a firm, fixed-price agreement for indefinite delivery and quantity. The initial term runs from execution through September 30, 2027, with up to four one-year renewal options extending through September 30, 2031. The state does not guarantee minimum or maximum purchase volumes. Suppliers must remit a 1% contract management fee on all transactions net of returns and submit quarterly usage reports within 45 days following each calendar quarter.

Evaluation uses a best-value criterion based on executive summary, technical response, and pricing proposal. Bidders must submit detailed, firm fixed costs including equipment pricing with manufacturer and model information, optional repair service rates, and tiered volume discounts. Pricing must include pre-paid shipping and remain firm for the contract duration.

Required submissions include completed OMES Form CP076 (Responding Bidder Information), OMES Form CP004 (Non-Collusion Certification), three professional references, technical responses addressing manufacturing quality, service and maintenance support, delivery and logistics, warranty coverage, and safety compliance across applicable equipment categories, and financial information if requested. Bids must remain firm offers for a minimum of 120 days after the due date. Bidders who assisted in preparing the solicitation or developing procurement terms are precluded from award. The contracting officer is Nicholas Linder at Nicholas.Linder@omes.ok.gov or (405) 522-6606.
