About this opportunity

The City of Casselberry, Florida is selecting one or more qualified firms to provide professional services for stormwater and lakes management projects under a Statement of Qualifications (SOQ-2019-0424) governed by Florida Statute Section 287.055 (Consultants' Competitive Negotiation Act). The proposal deadline was February 5, 2019 at 2:00 p.m. local time; the City issued a Notice of Intent to Award on March 19, 2019, naming CPH, Inc.; Geosyntec Consultants, Inc.; Vanasse Hangen Brustlin, Inc.; and Wood Environment & Infrastructure Solutions, Inc. as intended awardees.

The scope encompasses both specific stormwater engineering projects and general continuing consulting services for stormwater, lakes management, and related water quality tasks. Key service areas include hydraulic and hydrologic modeling, retention and detention system design, lake assessment and restoration, permitting and compliance, and watershed management planning. Proposers must demonstrate a minimum of three consecutive years in business and provide proof that key personnel hold current State of Florida Registered Engineer credentials or appropriate certifications.

The contract term is five years with two optional one-year renewal periods at the City's sole discretion. The City does not guarantee the number or dollar value of task assignments. Continuing contracts are limited to projects with construction costs not exceeding $2 million and professional service fees not exceeding $200,000 per individual project. Design services are compensated on a lump-sum basis; post-design services are compensated on an hourly rate, not-to-exceed basis through separate Task Authorization orders. The City does not require performance or payment bonds.

CCNA evaluation criteria include quality of personnel, minority business enterprise consideration, past performance, willingness to meet time and budget requirements, firm location, current workload, and volume of work previously awarded by the City. Eight firms submitted responses. The City anticipated presentations and negotiations for March 2019 with City Commission or City Manager approval in April 2019.
