About this file
This document is a Sample Standard Professional Services Agreement form (PUR-F-610 Rev. 12/2018) issued by the City of Casselberry, Florida Finance Department Procurement Division, for use in contracting with professional service consultants. The agreement template is designed for stormwater and lakes management projects, where the City seeks to engage one or more qualified firms to provide professional services for stormwater engineering, lakes management, and related water quality projects. The scope of services encompasses both specific stormwater engineering projects and general continuing consulting services for stormwater-related tasks as outlined in the Scope of Services and Technical Requirements exhibits. The City is conducting this competitive selection process to comply with Section 287.055 of the Florida Statutes, known as the Consultants' Competitive Negotiation Act (CCNA), which establishes procedures for selecting professional firms including architects, professional engineers, landscape architects, and surveyors and mappers for professional services.
The standard agreement template includes provisions addressing consultant compensation and billing authorization through designated exhibits, performance schedules, insurance coverage requirements, indemnification obligations, and ownership of documents and work product. The selection criteria outlined in the CCNA process include evaluation of personnel quality, minority business enterprise consideration, past performance, willingness to meet time and budget requirements, consultant location, current workload, and volume of work previously awarded by the City. The agreement incorporates standard terms requiring employment eligibility verification through E-Verify, compliance with public records requirements, scrutinized companies certifications, and various administrative and legal provisions governing the professional services relationship between the City and selected consultant(s).
