About this opportunity
The State of West Virginia Department of Health and Human Resources is requesting proposals for design, development, implementation, and operationalization of a Statewide Data Spine under ARFP 0506 RHT2600000004, with bids due July 23, 2026, at 10:30 a.m. EDT. The most recent addendum (Addendum 3, posted July 20) shifted the bid opening from July 21 to July 23. A mandatory pre-bid meeting must be attended by all vendors submitting bids; written questions are due June 25, 2026, at 1:00 p.m. EDT.
The Data Spine is foundational data infrastructure to integrate, standardize, and enable secure exchange of multi-source data across clinical, claims, community, workforce, and public health systems supporting the Rural Health Transformation Program. Core deliverables include data integration aligned with federal CMS certification readiness; Data Spine architecture with data governance frameworks; additional data source integration capabilities; analytics workbench with point-of-care decision support connectors; automated reporting with CMS and state templates and AI-driven dashboards; and ongoing support including bug fixes, help desk operations, security maintenance, and documentation. The vendor must ingest and harmonize data from clinical systems, Medicaid claims, workforce data, EMS, transportation, telehealth, and community services into a unified environment with real-time analytics and predictive modeling.
Mandatory requirements include NIST 800.53 Revision 5 Moderate, HITRUST, and ARC-AMPE security standards; U.S.-based data residency with no offshore transmission, processing, or storage; SOC 2 Type II audit reports; annual penetration testing; and secure software development lifecycle practices. All deliverables transfer ownership to RHTP upon delivery. Vendor staffing must comply with West Virginia Office of Technology policies and background check requirements, including fingerprint-based state and federal background investigations for employees accessing sensitive data (PHI, PII, SSA data, federal tax information, payment card information). Background investigations must be completed before data access; provisional employment pending results is permitted for up to 60 days under direct supervision.
Pricing is firm for the contract life with no additional annual licensing, subscription, hosting, maintenance, or support fees during implementation. Payment is milestone-based tied to successful completion verified through User Acceptance Testing with formal state sign-off required before disbursement. Liquidated damages are $5,000 per calendar day for missed implementation milestones and $10,000 per calendar day for delays in achieving final system acceptance, not to exceed ten percent of total implementation costs. The procurement is funded entirely by the Centers for Medicare and Medicaid Services under a Rural Health Transformation Program award totaling $199.476 billion with 100 percent federal funding. The contract includes renewal options subject to mutual written consent, limited to successive one-year periods. Submit sealed bids to the Office of Shared Administration Operations/Purchasing, One Davis Square, First Floor, Room 107, Charleston, West Virginia 25301. Contact Bryan D. Rosen at (304) 558-0953 or bryan.d.rosen@wv.gov. Vendors must acknowledge receipt of all addenda (numbered 1 through 10) by submitting a completed Addendum Acknowledgment Form with their bid; failure to acknowledge may result in disqualification.
