About this opportunity
The State of West Virginia, Office of Shared Administration Operations/Purchasing, is requesting proposals to design, develop, implement, and operationalize a Statewide Data Spine—foundational data infrastructure to integrate and enable secure exchange of multi-source data across clinical, claims, community, workforce, and public health systems in support of the Rural Health Transformation Program. Proposals are due July 21, 2026 at 10:30 a.m. EDT under ARFP 0506 RHT2600000004. The question deadline has passed (June 25, 2026); Addendum 2 moved the original bid opening from July 16 to July 21, 2026. Vendors must acknowledge receipt of all addenda (Addenda 1 through 10 issued as of July 14) by submitting a completed Addendum Acknowledgment Form with their bid, or face disqualification.
The Data Spine must ingest, integrate, and harmonize data from clinical systems, Medicaid claims, workforce and licensure data, EMS, transportation, telehealth, remote patient monitoring, and community services into a unified statewide environment. The vendor must maintain all data exclusively within U.S.-based data centers and comply with NIST 800.53 Rev 5 Moderate, HITRUST, and ARC-AMPE standards. Additional mandatory requirements include SOC 2 Type II audit submission within 60 days of contract execution, annual penetration testing, FIPS 140-2/3 validated cryptography, TLS 1.2/1.3 or higher, business continuity and disaster recovery plans aligned with NIST SP 800-34 with annual testing, and transition assistance within 120 days of termination. Liquidated damages are $5,000 per calendar day for milestone delays and $10,000 per calendar day for final system acceptance delays, capped at 10 percent of total implementation costs. All deliverables ownership transfers to RHTP upon delivery.
The contract term is five years. Implementation fees and recurring licensing, subscription, hosting, maintenance, and support fees are tied to successful completion of mutually agreed-upon implementation milestones; no fees are assessed during the implementation phase. The Rural Health Transformation Program is funded by the Centers for Medicare and Medicaid Services with total funding of $199,476,098.72 (100 percent federal). Award will be on a best-value basis, not lowest cost. All vendor and contractor employees accessing sensitive data—including protected health information, personally identifiable information, social security administration data, federal tax information, and payment card information—must undergo fingerprint-based background checks administered by the West Virginia Division of Protective Services. Contractors pay background check costs. Provisional employment is permitted for up to 60 days pending results, provided employees work under direct on-site supervision.
Bids are submitted sealed to One Davis Square West, Room 107, Charleston, West Virginia 25301. Contracting officer Bryan D. Rosen may be reached at (304) 558-0953 or bryan.d.rosen@wv.gov.
