About this opportunity
The City of Boston is soliciting bids for snow hauling and removal services across six municipal parking lots (areas A through F) on an as-needed basis, with bids due September 24, 2026 at 11:00 a.m. EDT.
The procurement is open to all qualified vendors regardless of certification status, though vendors may identify themselves as small-, local-, minority-, or women-owned businesses if applicable under Massachusetts and Boston procurement standards. Mandatory pre-bid site inspections are required for proposed service areas.
The scope requires 24/7 operational capacity with crews and equipment arriving at designated lots within two hours of receiving a service order. Vendors must demonstrate capability to source and apply salt and ice-melting materials to achieve bare pavement conditions, provide detailed implementation plans with project timelines, and submit real-time completion photos to the Department Official. Bidders must address site constraints, access challenges, and coordinate with multiple city departments if applicable. The contract is subject to prevailing wage requirements under M.G.L. c.149, sections 26-27H.
Bid submissions must include a signed cover page, detailed responses to eight scope-of-services and quality-requirements questions, three professional references with project descriptions and contact information, ownership classification details, equipment photos with registrations and maintenance records, operator licenses for all equipment drivers, current certificates of insurance as specified in Appendix 3, completed Form CM-16 Wage Theft Prevention Certification, and pricing using the IFB template. The City reserves the right to request audited financial statements or Dun & Bradstreet reports to evaluate vendor financial strength.
Vendors must establish accounts through the City of Boston Supplier Portal at https://procurement.boston.gov before submitting bids. The contract is subject to available appropriation and may be terminated by the City for convenience with seven days' notice. Work is performed at the six designated municipal parking lots in Boston, with delivery to One City Hall, Room 714, Boston, MA 02201.
