About this file
This Invitation for Bid (IFB) document is issued by the City of Boston for snow hauling and removal services across six municipal parking lots designated as areas A through F on an as-needed basis. The City seeks qualified contractors capable of 24/7 operational response with crews and equipment arriving at designated lots within two hours of receiving a service order. Vendors must demonstrate the ability to source and apply salt and ice-melting materials to achieve bare pavement conditions and provide detailed implementation plans with project timelines and real-time completion photo documentation. Mandatory pre-bid site inspections are required for all proposed service areas. Bids are due September 24, 2026 at 11:00 a.m. EDT and must be submitted through the City of Boston Supplier Portal at https://procurement.boston.gov. The contract is subject to available appropriation and may be terminated by the City for convenience with seven days' notice.
Bid submissions must include a signed cover page, detailed responses to eight scope-of-services and quality-requirements questions, three professional references with project descriptions and contact information, ownership classification documentation, equipment photos with registrations and maintenance records, operator licenses for all equipment drivers, current certificates of insurance as specified in Appendix 3, and completed Form CM-16 Wage Theft Prevention Certification. All work is subject to prevailing wage requirements under M.G.L. c.149, sections 26-27H. The procurement is open to all qualified vendors regardless of certification status, though vendors may identify themselves as small-, local-, minority-, or women-owned businesses if applicable under Massachusetts and Boston procurement standards. The City reserves the right to request audited financial statements or Dun & Bradstreet reports to evaluate vendor financial strength. Work is performed at six designated municipal parking lots in Boston with delivery of bid documentation to One City Hall, Room 714, Boston, MA 02201.
