The mainline pipes being rehabilitated range from 6 inches to 27 inches in diameter, and the scope of work includes traffic control, bypass pumping, pipe cleaning, pre-construction and post-construction closed circuit television (CCTV) video inspection, debris removal, removal of intruding lateral piping and obstructions, pre-liner installation, CIPP liner installation and molding utilizing either fiberglass with ultraviolet light curing or felt lining with steam or water thermal curing, and reinstatement of service laterals. The proposal due date is April 8, 2026, with the posting date of March 5, 2026.
This project is designated as a Covered Project subject to the City of Seattle's Community Workforce Agreement (CWA) and Priority Hire requirements under Seattle Municipal Code 20.37, which mandates workforce participation from economically distressed communities, women, and people of color, thereby restricting standard bidding to contractors capable of meeting these equity-focused hiring requirements. The Priority Hire program provides employment access for individuals from economically distressed communities while simultaneously giving contractors access to skilled workers from these targeted demographics, reflecting the City of Seattle's commitment to racial and economic equity through contracting with support from the mayor and City Council. The project is funded through the Drinking Water Fund and carries an Engineer's Estimate of $10,130,000.00, establishing the anticipated award value for this infrastructure rehabilitation initiative. All work must comply with prevailing wage standards applicable to public works projects in Seattle, and contractors must demonstrate capacity to meet workforce diversity requirements throughout project execution. The project manual documentation, consisting of eight volumes, provides detailed technical specifications, requirements, and standards that contractors must follow to ensure compliance with all applicable City of Seattle standards and regulatory requirements.
