Summary of Project Manual Vol. 7 (PW# 2025-066)

This is a Project Manual document for the City of Seattle's Sewer MA Lining Contract 1, a significant municipal infrastructure rehabilitation project. The project involves the rehabilitation of approximately 64,000 lineal feet of existing sanitary sewer, combined sewer, and storm pipes across 263 pipe segments at various locations throughout Seattle using Cured-in-Place Pipe (CIPP) installation methods. The mainline pipes range from 6 to 27 inches in diameter and will be rehabilitated using two primary methods: fiberglass lining installation with ultraviolet light curing and felt lining installation with steam or water thermal curing. The scope of work includes traffic control, bypass pumping, cleaning, pre-construction and post-construction closed-circuit television (CCTV) video inspection, debris removal, removal of intruding lateral piping and obstructions, installation of pre-liners and CIPP liners, and reinstatement of service laterals.

The project carries an Engineer's Estimate of $10,130,000.00 and is classified as a Covered Project subject to the City of Seattle's Community Workforce Agreement (CWA) and Priority Hire requirements under Seattle Municipal Code Section 20.37. The Priority Hire program provides employment opportunities for individuals from economically distressed communities, women, and people of color on city construction projects while supplying contractors access to skilled workers. This initiative reflects the City of Seattle's commitment to racial and economic equity through its contracting programs, supported by the mayor and City Council.
