About this file

This is a Project Manual document for the City of Seattle's Sewer Lining Contract 1 (Project No. PW# 2025-066), a sanitary sewer rehabilitation project under the jurisdiction of the City of Seattle, Washington. The project encompasses the rehabilitation of approximately 64,000 lineal feet of existing sanitary sewer, combined sewer, and storm pipes using Cured-in-Place Pipe (CIPP) installation methods, including fiberglass lining with ultraviolet light curing and felt lining with steam or water thermal curing. The mainline pipes being rehabilitated range from 6 inches to 27 inches in diameter across 263 pipe segments located at various locations throughout Seattle. Project work includes traffic control, bypass pumping, cleaning, pre-construction and post-construction closed-circuit television (CCTV) video inspection, debris removal, removal of intruding lateral piping and obstructions, pre-liner installation, CIPP liner installation and molding, and reinstatement of laterals.

This project is a Covered Project subject to the City of Seattle's Community Workforce Agreement (CWA) and Priority Hire requirements under Seattle Municipal Code 20.37, which mandates access to skilled workers from economically distressed communities, women, and people of color. The Engineer's Estimate for the project is $10,130,000.00. The project reflects the City of Seattle's commitment to racial and economic equity through contracting by providing employment opportunities on municipal construction projects while enabling contractors to access skilled workers from targeted demographics.
