About this file

This is a Project Manual for Sewer Mainline CIPP Lining Contract 1 (PW# 2025-066) issued by the City of Seattle, Washington. The project involves the rehabilitation of approximately 64,000 lineal feet of existing sanitary sewer, combined sewer, and storm pipes using Cured-in-Place Pipe (CIPP) installation methods, including fiberglass lining with ultraviolet light curing and felt lining with steam or water thermal curing. The mainline pipes range from 6 inches to 27 inches in diameter across 263 pipe segments located at various locations throughout Seattle. The scope of work encompasses traffic control, bypass pumping, cleaning, pre-construction closed circuit television (CCTV) video inspection, debris removal, removal of intruding lateral piping and obstructions, installation of pre-liners, installation and molding of CIPP liners, reinstatement of laterals, and post-construction CCTV inspection. The Engineer's Estimate for this project is $10,130,000.00.

This project is designated as a Covered Project subject to the City of Seattle's Community Workforce Agreement (CWA) and Priority Hire requirements under SMC 20.37. Priority Hire is an equity-focused program designed to provide employment opportunities for individuals living in economically distressed communities, women, and people of color on city construction projects while providing contractors access to skilled workers. The program aligns with the City of Seattle's commitment to supporting racial and economic equity through public contracting initiatives with the support of the mayor and City Council.
