About this file
This Project Manual Volume 1 is technical documentation prepared by the City of Seattle Department of Finance and Administrative Services for a competitive sealed bid public works project (PW# 2025-066) involving sewer mainline rehabilitation. The project encompasses the rehabilitation of approximately 64,000 lineal feet of existing sanitary sewer, combined sewer, and storm pipes across 263 pipe segments located at various sites throughout Seattle, with mainline pipes ranging from 6 inches to 27 inches in diameter. The scope of work includes traffic control, bypass pumping, pipe cleaning, pre-construction and post-construction closed circuit television (CCTV) video inspection, debris removal, removal of intruding lateral piping and obstructions, pre-liner installation, Cured-in-Place Pipe (CIPP) liner installation and molding using either fiberglass with ultraviolet light curing or felt lining with steam or water thermal curing, and reinstatement of service laterals. The proposal due date is April 8, 2026, with posting on March 5, 2026. The project is designated as a Covered Project subject to the City of Seattle's Community Workforce Agreement (CWA) and Priority Hire requirements under Seattle Municipal Code 20.37.
Bidders must submit a Women and Minority Business Inclusion Plan scoring a minimum of 10 points out of 16 available points to be deemed responsive and must demonstrate compliance with responsible bidder requirements including possession of a Washington State contractor registration certificate, UBI number, and industrial insurance coverage. A bid guaranty equal to five percent of the total bid including retail sales tax is required through OpenGov, and bidders with an estimated project cost of $1,000,000 or more must submit a Bidder/Subcontractor List. The Engineer's Estimate is $10,130,000.00, and the project is funded through the Drinking Water Fund. All work must comply with prevailing wage standards applicable to public works projects in Seattle, and contractors must demonstrate capacity to meet workforce diversity requirements throughout project execution, reflecting the City of Seattle's commitment to racial and economic equity. The project manual consists of eight volumes containing detailed technical specifications, requirements, and standards for contractor compliance.
