About this opportunity

The Oregon Department of Corrections is soliciting bids for fire and life-safety corrections at Santiam Correctional Institution (SCI) in Salem under ITB 2026-013, with bids due October 29, 2026 at 2:00 PM (PST) and mandatory pre-bid conference on October 1, 2026 at 9:00 AM (PST) at the project site; attendance in full is required or bids will be deemed non-responsive. This is a public improvement project subject to prevailing wage requirements under Oregon Bureau of Labor and Industries (BOLI) standards for Marion County Region 3 and carries an apprenticeship goal of 12 percent work hours in apprenticeable occupations.

The scope encompasses fire-door replacement and upgrading, installation of fire/smoke dampers in existing ducts within smoke partitions, and magnetic hold-open devices interconnected to the fire alarm system across all three levels of the facility. Work must comply with the 2025 Oregon Structural Specialty Code and includes over 100 doors with fire ratings ranging from 20 to 60 minutes; comprehensive hardware schedules specify hinges, closers, locksets, gasketing, and sweeps. All work must pass third-party fire door inspection. The facility is Type I-A construction (approximately 71,139 square feet) classified as I-3 (Condition 2) correctional occupancy.

The estimated project value is $190,000 to $220,000. Substantial completion is required 150 calendar days after Notice to Proceed; final completion 180 calendar days. Liquidated damages are $950.00 per calendar day for delays beyond both dates. Work hours are limited to 6:00 AM to 3:30 PM, Monday through Friday, excluding state holidays. The contractor operates with three security escorts (minimum two), restricting simultaneous work to one or two areas due to correctional-facility security constraints.

Bid security of ten percent of total bid amount is required. The successful bidder must furnish Performance and Payment Bonds equal to 100 percent of the awarded contract amount within ten calendar days of notice of intent to award. All bidders must hold Oregon Construction Contractors Board (CCB) registration prior to bidding. First-tier subcontractors meeting disclosure thresholds (5 percent of project bid with minimum $15,000, or $350,000 regardless of percentage) must be disclosed with the bid or within two working hours of closing. A limited asbestos and lead-paint survey found no asbestos-containing materials in accessible areas tested and lead content below limits of detection, though the report notes that materials in concealed areas may remain untested.
