About this opportunity
The Rose Bowl Operating Company is requesting proposals for long-term architectural services as Venue Architect, with proposals due November 5, 2026, at 12:00 p.m. and a mandatory pre-proposal meeting on September 25, 2026, at 11:00 a.m. via Zoom. The initial contract term is three years from execution with two optional one-year renewal periods subject to CEO approval, and the RBOC anticipates issuing a Notice to Proceed on January 4, 2027.
The scope encompasses site condition assessments, conceptual planning, pre-design, schematic design, design development, construction documents, bidding phase support, and construction administration for anticipated capital improvements at Rose Bowl Stadium. Two primary projects are identified: the East/West Seating Improvement Project (replacing non-ADA-compliant seating with larger, ADA-compliant seating, anticipated design January 2027–December 2028) and the North Videoboard Expansion Project (replacing the existing videoboard while preserving sightlines to surrounding mountains). The selected firm must support multiple delivery methods including Design-Bid-Build, Construction Manager at Risk, and Design-Build. Proposers must demonstrate experience with minimum five comparable professional or collegiate stadium projects completed within the past ten years and experience in occupied, active venues.
The RBOC does not currently have identified funding for all projects but must secure architectural services now to move quickly upon funding availability. All capital improvement projects remain subject to fund availability and RBOC Board approval.
Evaluation criteria are weighted as follows: Relevant Experience & References (15%), Key Personnel & Project Team Qualifications (20%), Public Agency/Municipal Experience (7%), Approach & Methodology (20%), Schedule (8%), Financial Strength & Stability (4%), Professional Liability & Quality Control (4%), Cost Proposal (12%), Local Pasadena Business Commitment (5%), and Small or Micro-Business Certification (5% pass/fail preference). Proposals must include separate technical (not exceeding 50 pages) and price components with fixed design fees by project phase and hourly rates by personnel classification; all costs including travel, lodging, sub-consultant expenses, and insurance must be included with no separate reimbursement.
The selected firm must comply with the Pasadena Living Wage Ordinance, prevailing wage requirements under California Labor Code Section 1720, ADA Title II and Section 504 accessibility standards, and California Building Code Title 24. Questions are due October 20, 2026, at 5:00 p.m., with responses issued October 27, 2026. Proposers must submit a Notice of Interest by September 25, 2026, at 5:00 p.m., to Nancy Silver, Chief Compliance Officer, or Lena Bigelow, Cooperative LA, and provide UEI from SAM.gov, Taxpayer Protection Amendment and Conflict of Interest disclosures, and a Disqualification Certification under California Public Contract Code Section 10162.

1.1 Request For Proposals
The Rose Bowl Operating Company ("RBOC") is seeking to retain a qualified architectural firm to serve as its Venue Architect, a long-term design partner capable of providing site condition assessments, conceptual planning, pre-design and concept design, schematic design, design development, construction documents, bidding, and construction administration, together with budget construction estimates throughout, for anticipated improvements, as well as providing presentation materials for visual and oral presentations to RBOC Board. RBOC's current architectural services agreement expires December 31, 2026; this procurement will establish a successor agreement and position the organization to advance future capital improvements throughout the Rose Bowl campus. The selected firm will be considered to provide architectural services in connection with the various capital improvement projects that the RBOC may undertake, under multiple potential delivery methods, including Design-Bid-Build, Construction Manager at Risk (CMAR), and Design-Build. At this time the RBOC does not have identified funding for all such projects, but nonetheless must secure such services at this time so as to be able to move quickly when and if funding is secured. Any and all capital improvement projects are subject to the availability of funds and the approval of the RBOC.
RBOC anticipates issuing a written Notice to Proceed to the selected firm on or about January 4, 2027, authorizing the firm to begin performance of services while the definitive Services Contract is finalized; any services performed prior to full execution of the definitive Services Contract will be performed at the selected firm's own risk, subject to and governed by the terms of that contract upon execution.
