About this opportunity

The City of Minneapolis is requesting proposals for Learning and Development Services focused on Belonging, Equity, Inclusion, and Anti-racism (BEIAR) under RFP 2026-85, with proposals due November 2, 2026 at 2:00 PM Minneapolis Time and questions due by October 15, 2026.

The scope requires a single consultant to work with up to 10 of the City's 23 departments, covering approximately 2,500 employees, to assess organizational learning needs, recommend goals, design and implement scalable programming across multiple delivery modalities (in-person, webinar, and self-study eLearning), and establish measurement and evaluation strategies for program outcomes. The consultant must demonstrate substantive experience with anti-racism work, advocacy for marginalized groups, intersectionality, adult learning principles, and familiarity with Minneapolis public sector context and caucused spaces. Services are to commence January 11, 2027 under a three-year contract term with two optional one-year extensions, extending through January 10, 2030.

The City encourages full and fair opportunities for certified MBEs and WBEs in subcontracting but does not specify formal Small & Underutilized Business Program (SUBP) participation goals. The RFP does not disclose a specific funding amount or budget ceiling.

Evaluation will assess proposal quality, staff qualifications and experience, alignment with department objectives, financial responsibility, organizational and management approach, proposed costs, and insurance coverage. Shortlisted consultants may be required to participate in formal presentations and interviews with the assigned Project Manager and actual team members.

Proposals must be submitted electronically through the City's eSupplier Portal and include an executive summary, detailed scope of services, experience and capacity documentation, references, personnel listings with resumes, cost and fee structures with hourly rates and billing schedules, company financial information, and evidence of required insurance coverage. The City anticipates consultant selection by November 23, 2026. Contact Rachel Bake at 612/673-2333 or rachel.bake@minneapolismn.gov for questions.
