About this opportunity
Harris County, Texas is soliciting proposals for Disaster Recovery Planning services under a Community Development Block Grant-Mitigation (CDBG-MIT) contract with an anticipated one-year term beginning August 1, 2026. The procurement seeks a qualified contractor to develop and update comprehensive disaster recovery plans aligned with the Federal Emergency Management Agency's National Disaster Recovery Framework, including updating the Harris County Pre-Disaster Recovery Plan and creating Recovery Support Function Annexes covering Housing, Economic Development, Health & Social Services, Community Assistance, Infrastructure Systems, Cultural Resources, and Natural Resources. The selected contractor must demonstrate a minimum of five years of experience providing similar recovery planning services in jurisdictions of comparable size and complexity. Proposals are due by 2:00 p.m. on May 25, 2026, submitted via hard copy or electronically through Bonfire, with a pre-proposal conference scheduled for April 21, 2026, at 9:00 a.m. CST via Microsoft Teams and a written questions deadline of April 23, 2026, at 12:00 p.m. CST. All pricing must be firm for the contract duration and submitted through the BidTable BT-45AU Excel format with detailed cost breakdowns, project milestones, and deliverables. The County will evaluate proposals based on contractor qualifications, experience, proposed approach, pricing, and compliance with federal and state requirements, including Davis-Bacon prevailing wage standards, Section 3 economic opportunity provisions for HUD-funded projects exceeding $200,000, and comprehensive federal procurement standards established under 2 CFR 200.
The solicitation includes preferences and requirements for Historically Underutilized Businesses (HUB) and Minority/Women-Owned Business Enterprises (MWBE) participation, with contractors required to demonstrate good faith efforts to meet established M/WBE goals through documented subcontractor utilization or comprehensive outreach documentation. M/WBE firms must be currently certified by approved agencies including the City of Houston, Texas Unified Certification Program, U.S. Small Business Administration 8(a) program, or other recognized certifying bodies, and must maintain a Significant Local Presence by either operating a business location in Harris, Fort Bend, Montgomery, Brazoria, or Galveston counties or demonstrating performance on at least three prior contracts within the market area. Contractors must comply with Section 3 requirements, Harris County's minimum wage policy of $21.65 per hour (adjusted annually), and maintain comprehensive insurance coverage including Workers Compensation ($1,000,000), Commercial General Liability ($1,000,000 per occurrence with $2,000,000 aggregate), Automobile Liability ($1,000,000), Umbrella/Excess Liability ($1,000,000), and Professional Errors & Omissions Liability ($1,000,000) with Harris County named as additional insured. No specific incumbent vendor information or budget range has been publicly disclosed for this opportunity; however, the project is anticipated to receive partial or full federal grant funding through CDBG-MIT, FEMA, and HUD programs, with the contract subject to termination for convenience if grant funding becomes unavailable. Award is contingent upon Harris County Commissioners Court approval and successful contract negotiations.
