About this file
This file is a Certification Regarding Lobbying form required for submission with proposals related to federal contracts exceeding $100,000 in Harris County, Texas. The certification document, structured as Attachment C, establishes compliance requirements for offerors participating in the Disaster Recovery Planning for Harris County (CDBG-MIT) opportunity. The form serves as a prerequisite for contract award and must be completed and signed by an authorized official of the proposing organization. All subcontractors and subrecipients are required to include identical certification language in their award documents and certify compliance accordingly.
The certification requires offerors to confirm that no federal appropriated funds have been or will be paid to influence federal officials in connection with the contract award. If non-federal funds have been used for lobbying purposes, offerors must complete and submit Standard Form-LLL, Disclosure of Lobbying Activities. Failure to file the required certification subjects violators to civil penalties ranging from $10,000 to $100,000 per violation. The form requires identification of the federal action type, status, reporting entity information, federal department and program details, federal action and award amounts, and information regarding any lobbying registrants or individuals performing lobbying services. The certification is authorized under 31 U.S.C. Section 1352 and disclosure information will be reported to Congress semi-annually and made available for public inspection.
