About this opportunity
The Indiana Department of Health (IDOH) is requesting proposals for comprehensive Behavioral Risk Factor Surveillance System (BRFSS) data collection services under RFP 27-88018, with proposals due October 28, 2026, by 3:00 PM ET and a pre-proposal conference held September 30, 2026. The initial contract term is one year from execution with four optional one-year renewals available at the State's discretion, for a potential six-year total.
Respondents must demonstrate a minimum of five years of experience conducting BRFSS or comparable statewide population-based surveys and possess Computer-Assisted Telephone Interviewing (CATI) capability. The scope includes administering approximately 10,000 completed interviews annually using CDC-approved dual-frame random digit dialing (landline and cellular), delivering CDC core questionnaires with state-added questions in English and Spanish, managing survey operations across Indiana's 10 administrative districts with minority oversampling, and submitting monthly data files and quarterly performance reports. Key personnel required include Project Director, Project Manager, Survey Operations Manager, Data Manager, Lead Statistician/Survey Methodologist, and Quality Assurance Manager, each with minimum five years of relevant experience. The contractor must achieve at least 95% annual survey completion targets, deliver 95% of monthly and quarterly deliverables by established due dates, maintain data submission accuracy with no material errors, and complete 100% of quality assurance activities. All deliverables, work products, data, datasets, reports, codebooks, programming scripts, and survey instruments become the exclusive property of IDOH.
The State evaluates proposals on 91 total points: 50 points for management and quality, 30 points for cost (normalized to lowest cost), 5 points for Buy Indiana Initiative participation, and up to 6 points for Indiana Veteran Owned Small Business (IVOSB) subcontractor commitment (5 base plus 1 bonus). The State has established a 3% IVOSB participation goal. Solutions must comply with HIPAA, WCAG 2.1 AA accessibility standards, and Indiana Office of Technology RAMP security policy, with preference for cloud-based hosting in the State's AWS or Azure Government tenant; on-premises solutions require NIST 800-53 Revision 5 compliance. The contractor must support standardized data transmission via MuleSoft API Management and GoAnywhere Managed File Transfer.
Written questions are due October 7, 2026, with responses posted by October 14, 2026. Proposals must remain firm for 180 days from award. Three client references must be submitted directly to idoareferences@idoa.in.gov by October 28, 2026. Respondents must register with the Indiana Secretary of State and the IDOA Supplier Portal. Several entities have submitted optional pre-proposal network forms, including Veteran Strategies, Inc., Axon Advisors (IVOSB-certified), Syra Health Corp., ICF Incorporated, Solviturum (IVOSB), Abt Global, Inclusive Strategies, and Vespa Group LLC (IVOSB).
