About this opportunity

The State of Michigan is requesting proposals for janitorial services across southwestern regions 1–10 under RFP 260000002197, with bids due August 6, 2026. The contract operates under a two-tier structure: Tier One pre-qualifies a contractor pool with bidders scoring 80 points or higher, and Tier Two involves agencies issuing location-specific RFQs to select contractors based on best value combining experience, past performance, and price. Some locations are designated as Community Rehabilitation Organization (CRO) set-asides.

The scope encompasses comprehensive janitorial services for state-owned and leased facilities including floor cleaning and maintenance (carpeted and non-carpeted surfaces), restroom sanitation, trash and recyclables management, breakroom cleaning, exterior area maintenance, periodic services (quarterly to annual), and emergency cleaning response within two hours. The RFP covers approximately 265 potential service locations across state agencies including DHHS, MDOS, DNR, MDOT, DTMB, EGLE, MDOC, MSP, and MDARD. Contractors must provide all personnel, equipment, and cleaning supplies unless otherwise specified in location-specific sheets, and must comply with background checks and drug testing, uniform and ID badge requirements, environmental standards (energy-efficient and bio-based product preference, mercury-free procurement, PFAS disclosure), and appointment of dedicated contractor representatives and supervisors.

The contract term runs January 1, 2027 through December 31, 2029, with up to four additional one-year renewal options at the State's sole discretion. Pricing is location-specific, submitted via Location Specification Sheets (LSS) with wage rates for daytime and nighttime cleaners, supervisors, and additional hourly positions; per-square-foot rates for floor care services; and annual operating costs including supplies, equipment, and a fixed wage overhead of 19.26% of basic janitorial wages. Contractors must maintain comprehensive general liability insurance ($1 million per occurrence / $2 million aggregate), workers' compensation, and automobile liability coverage, naming Michigan as additional insured. A Service Level Agreement establishes performance standards with financial credits ranging from $25 to $500 per violation for emergency response failures, staffing deficiencies, reporting lapses, and supply inadequacies. Federal provisions apply, including prevailing wage requirements under the Contract Work Hours and Safety Standards Act for federally funded awards exceeding $150,000, and debarment/suspension verification. If subcontractors perform more than 20 percent of deliverables, at least 20 percent of subcontracted work must be awarded to Michigan-based Geographically Disadvantaged Business Enterprises. Performance bonds are not required. Payments are made by Electronic Funds Transfer within 45 days of invoice receipt, subject to a 1% administrative fee and quarterly itemized purchasing activity reports. The contract extends to MiDEAL members including local governments, school districts, and nonprofit hospitals at established pricing.
