About this opportunity

The Indiana Department of Administration, procuring on behalf of the Indiana Alcohol and Tobacco Commission, is soliciting laboratory services for third-party testing and quantitative analysis of Tetrahydrocannabinol (THC) concentration under RFP 26-87895, with proposals due August 26, 2026, by 3:00 PM Eastern Time. A pre-proposal conference with in-person and virtual options is scheduled for July 30, 2026, at the Indiana Government Center South in Indianapolis.

The scope requires ISO 17025 accreditation from a third-party body such as A2LA or ACLASS, with accreditation maintained throughout the contract term and notification to the Indiana State Excise Police (ISEP) required within five business days of any status changes. The laboratory must detect and quantify nine cannabinoid varieties (D9-THC, D9-THCA, D8-THC, D10-THC, D11-THC, THC-P, CBD, and CBDA) across flower, powder, liquid, edibles, crystals, tinctures, and e-liquids, with a detection limit of 0.03% using liquid and/or gas chromatography. Written test reports must be delivered within ten calendar days of specimen receipt, submitted electronically to ISEP within twenty-four hours of completion. The contractor must maintain forensic chain of custody for all specimens, provide standard operating procedures upon request, disclose known conflicts of interest with specimen manufacturers, and provide all specimen collection materials, documentation, and consultation services at no additional cost.

The contract term is four years from execution with one optional one-year extension available at the State's option. Evaluation is conducted on a 91-point maximum scale: 50 points for Management Assessment/Quality, 30 points for Cost (lowest cost receives full points; others normalized accordingly), 5 points for Buy Indiana Initiative certification, and 5 points for Indiana Veteran Owned Small Business (IVOSB) commitment with one possible bonus point for exceeding the 3% IVOSB subcontractor participation goal. Firm pricing must be valid for a minimum of 180 days from the award date. The minimum unit of measurement is 500 tests per year. Questions are due August 5, 2026, at 3:00 PM ET, with responses posted by August 12. Award recommendation is targeted for September 22, 2026. Respondents must be registered with the Indiana Secretary of State and the Department of Administration Procurement Division.
