About this file

This is a Question and Answer Response document for RFP 26-87895, issued by the Indiana Department of Administration on behalf of the Indiana Alcohol and Tobacco Commission, pertaining to laboratory services for THC testing. The RFP solicits a third-party laboratory capable of detecting and quantifying nine cannabinoid varieties across multiple product types including flower, powder, liquid, edibles, crystals, tinctures, and e-liquids, with a detection limit of 0.03%. The selected contractor must maintain ISO 17025 accreditation throughout the four-year contract term, with one optional one-year extension available. Written test reports must be delivered within ten calendar days of specimen receipt, with electronic submission to the Indiana State Excise Police required within twenty-four hours of completion. The contractor must provide specimen collection materials, documentation, and consultation services at no additional cost while maintaining forensic chain of custody. Questions were due August 5, 2026, at 3:00 PM ET, with responses posted by August 12, and proposals are due August 26, 2026, by 3:00 PM Eastern Time.

The evaluation methodology employs a 91-point maximum scale comprising 50 points for Management Assessment and Quality, 30 points for Cost (with lowest cost receiving full points), 5 points for Buy Indiana Initiative certification, and 5 points for Indiana Veteran Owned Small Business commitment, plus one possible bonus point for exceeding the 3% IVOSB subcontractor participation goal. Firm pricing must remain valid for a minimum of 180 days from the award date, with a minimum unit of measurement of 500 tests per year. The question and answer document addresses fourteen substantive inquiries from prospective respondents regarding contract modifications, cost proposal inclusions, proposal formatting, testing requirements for additional synthetic cannabinoids, and IVOSB commitment documentation, with responses indicating that ATC will negotiate certain contract terms with the awarded vendor and that additional synthetic cannabinoids beyond those specified will not require quantitation and reporting.
