About this file

This is a Technical Proposal Attachment (Attachment F) for RFP 26-87895 issued by the Indiana State Excise Police (ISEP) for laboratory testing services related to cannabinoid analysis. The RFP requires the selected laboratory to provide comprehensive cannabis testing services including detection and quantification of nine standard cannabinoids (D9-THC, D9-THCA, D8-THC, D10-THC variants, D11-THC, THC-P, CBD, and CBDA) across seven specimen types (flower, powder, liquid, edibles, crystals, tinctures, and e-liquid). The laboratory must utilize liquid and/or gas chromatography with a detection limit down to 0.03% and must deliver written reports within ten calendar days of specimen receipt. Additional mandatory requirements include ISO 17025 accreditation from a third-party body such as A2LA or ACLASS, provision of all specimen collection and testing supplies, forensic chain of custody maintenance, and disclosure of any conflicts of interest with manufacturers.

The proposal submission requires bidders to address eight mandatory requirements and four technical proposal sections covering project management, reporting procedures, standard operating procedures for cannabinoid testing, deliverables and deadlines, quality control measures, laboratory technician qualifications, and forensic chain of custody procedures. Bidders must confirm their laboratory's capability to meet all testing requirements and provide documentation of accreditation status, with notification to ISEP required within five business days of any accreditation changes. The RFP does not specify pricing information, set-asides, award dates, or contract term details in this attachment.
