About this opportunity
The State of Wyoming Department of Enterprise Technology Services, through the A & I Procurement Office, is requesting proposals to establish approved vendor master agreements for staff augmentation and resource capacity services to Wyoming state agencies on an as-needed basis, with proposals due November 12, 2026 at 2:00 p.m. Mountain Time.
The scope encompasses a broad catalog of technical and operational labor roles, including IT services, project management, accessibility engineers, and specialized support that agencies can draw upon to supplement internal resources. Vendors accepted into the master agreement structure will be accessible by multiple state agencies through the Public Purchase online bidding system without requiring individual competitive procurements for each engagement.
Proposals must include three separately uploaded documents: the technical proposal, Section 9 Vendor Verification Signature Page, and Pricing and Delivery Schedule (Attachment C). The State of Wyoming IT Contract Template governs the underlying contractual framework and includes mandatory insurance requirements: commercial general liability at $1 million each occurrence minimum, workers' compensation, professional liability or errors and omissions insurance at $1 million each occurrence, and cyber liability insurance at $2 million each occurrence minimum. The contract provides for Agency withholding of up to 10% of each payment until successful completion of deliverables and final acceptance, with retainage reduced to zero percent thereafter. Travel expenses, lodging, and meal reimbursement are reimbursable either as actual costs with receipts or through established per diem rates at Agency discretion. The Agency reserves the right to terminate without cause upon 30 days written notice or immediately for cause upon contractor default. All funding is contingent on legislative appropriation and availability.
Written questions must be submitted individually through the Public Purchase system by October 26, 2026 at 2:00 p.m. Mountain Time. Vendors must register with Public Purchase at no cost. All submissions must be completely uploaded by the November 12 deadline; the Public Purchase system will lock at that time, and incomplete submissions will be deemed non-responsive and eliminated from evaluation. Bidders are responsible for monitoring Public Purchase for all answers to questions, addenda, award information, and other updates, as the Wyoming Procurement Office will not communicate via email, phone, fax, or mail.
