About this file

This is a Resource Call Template document prepared by the State of Wyoming Procurement Office for the Department of Enterprise Technology Services (DETS) to establish vendor master agreements for staff augmentation and resource capacity services. The solicitation seeks proposals from qualified vendors to provide a broad catalog of services including IT services, project management, accessibility engineers, and specialized technical and operational labor roles that state agencies can leverage on an as-needed basis. The technical proposal, Section 9 Vendor Verification Signature Page, and Pricing and Delivery Schedule (Attachment C) must be submitted as separate documents through the Public Purchase online bidding system. Written questions regarding the procurement must be submitted individually through the Public Purchase system by 2:00 p.m. Mountain Time on October 26, 2026, with all proposals due by 2:00 p.m. Mountain Time on November 12, 2026. Submissions must be completely uploaded by the deadline, as the Public Purchase system will lock at that time and incomplete submissions will be deemed non-responsive and eliminated from evaluation.

The template establishes the framework for ongoing vendor relationships to supplement internal state agency resources. Bidders are responsible for monitoring the Public Purchase system for answers to questions, addenda, award information, and other solicitation-related updates, as the Wyoming Procurement Office will not communicate this information through email, phone, fax, or mail. Prospective vendors must register with Public Purchase at no cost and can access a Step-by-Step registration guide through https://ai.wyo.gov/divisions/general-services/purchasing. This master agreement structure allows multiple state agencies to access pre-vetted vendors for staffing needs without requiring individual competitive procurements for each engagement.
