About this file

This is a Resource Augmentation Program Process document for the State of Wyoming, Department of Enterprise Technology Services, administered through the A & I Procurement Office. The scope encompasses a broad catalog of services including IT services, project management, accessibility engineers, and specialized technical and operational labor roles. Proposals must be submitted through the Public Purchase online bidding system no later than 2:00 p.m. Mountain Time on November 12, 2026, with the technical proposal, Section 9 Vendor Verification Signature Page, and Pricing and Delivery Schedule (Attachment C) uploaded as separate documents. Written questions regarding the procurement must be submitted individually through Public Purchase by 2:00 p.m. Mountain Time on October 26, 2026, and responses will be monitored through the Public Purchase system rather than through email, phone, fax, or mail. Any submission not completely uploaded by the deadline will be locked and deemed non-responsive and eliminated from evaluation.

The document specifies that bidders are responsible for monitoring Public Purchase for answers to questions, addenda, award information, and other solicitation-related details. Vendors must register with Public Purchase at no cost prior to submission. All required documents must be uploaded completely through the Public Purchase online bidding system, and the A & I Procurement Office will not distribute information through alternative communication channels. The master agreements established through this procurement will allow Wyoming state agencies to access pre-approved vendors for supplemental staffing and resource capacity services as needed.

Resource Augmentation Program (RAP) Process This guide outlines the end-to-end process for approved vendors within the Resource Augmentation Program (RAP) to provide IT staff augmentation or implementation services to State of Wyoming Agencies. The RAP ensures that state agencies can efficiently secure high-quality IT talent while maintaining compliance with state procurement standards.

Successful execution of the program relies on the coordination of several key groups. State Agencies identify the specific IT needs and perform the technical evaluation of candidates. The ETS RAP Process Team provides program oversight, ensures regulatory alignment, and manages financial approvals. The State Procurement Team facilitates the formal public posting and bidding process, while Vendors act as approved Master Service Agreement (MSA) holders who submit qualified resources or project solutions in response to needs. The process culminates in a job specific Statement of Work (SOW) or Participation Amendment (PA).
