About this opportunity
The City of Orlando is requesting proposals for a comprehensive Red-Light Camera Traffic Infraction Detector System (RLCTID) covering 80 total intersections—45 existing approaches at 25 current intersections plus 55 newly identified high-risk locations—under RFP26-0163, with proposals due September 17, 2026 at 2:00 p.m. The City intends to award a single contract.
Proposers must demonstrate proven experience inheriting existing RLCTID system networks and installing new systems at locations flagged by a comprehensive traffic safety study. Non-incumbent contractors may be required to replace or buy out existing equipment from the City's incumbent contractor and must act in good faith during transition to retain or obtain existing equipment, wiring, conduit, devices, permits, certifications, and approvals.
The scope includes front-of-office operational support services—system processing, software platform provision, hardware installation and maintenance, 24/7/365 operational support, and all installation costs. The City retains back-office operations: printing, mailing, and final issuance of notices of violation. The contractor must capture 4K resolution video and still images, deliver traffic events within 48 hours, obtain all permits, design and install equipment within 120 days of written direction, procure and pay for electrical power, perform tree trimming and obstruction removal, process credit and debit card payments, and remit net payments daily. Data must remain within the continental United States; recorded video and images must be retained for five years. Following contract expiration, the contractor must maintain an accessible web portal for payment of outstanding citations until all notices issued during the contract term are disposed of.
The contract term is five years with optional extensions for up to five additional 12-month periods (cumulative maximum ten years). A non-mandatory pre-proposal conference is scheduled for July 28, 2026 at 9:30 a.m. Questions are due August 27, 2026 at 5:00 p.m. The contract includes liquidated damages of $250 per calendar day for delays and requires comprehensive insurance: workers' compensation, commercial general liability, automobile liability, and cyber liability with specified minimum limits.
Opportunity text
- The City currently operates a network of 45 RLCTID System approaches at 25 intersections. However, the current RLCTID Systems are aging and may require upgrading or full replacement. Based on a safety study conducted by the City's Transportation Department Staff updating those intersections that pose a heightened safety risk, the City is adding fifty-five (55) new intersections for monitoring by RLCTID Systems, to enhance the City's current RLCTID System network.
- The City is seeking a comprehensive solution from qualified firms to include the City's existing RLCTID Systems network. The Proposer shall have proven experience in inheriting existing RLCTID System networks, as well as experience in installing a new RLCTID Systems at locations that have revealed a heightened traffic safety risk as highlighted in the comprehensive traffic study that was conducted prior to this solicitation.
- Qualified Proposers are requested to submit proposals which include the replacement, buyout, and installation of RLCTID Systems and provide the Front-of-the-Office operational support services. The City will be responsible for the Back-Office operations as outlined in this solicitation.
- Contractors other than the City's incumbent Contractor of RLCTID Systems may be required, when reasonably practicable, to replace or buy out all existing RLCTID Systems and/or equipment from the City's incumbent Contractor.
- In any event, the Contractor shall be responsible for acting in good faith when transitioning with the prior and future contractors to retain/obtain any existing equipment, wiring, conduit, devices, all necessary permits, certifications, and approvals for existing and new RLCTID Systems. Following the end of the contract term, the Contractor shall also maintain an accessible web portal as needed for payment of outstanding notices of violation or citations until all such notices or citations issued during the contract term have been disposed of.
