The City seeks a qualified contractor to provide comprehensive red-light camera services, including the installation, maintenance, operation, and repair of RLCTID systems at 80 total intersections—45 existing approaches at 25 current intersections and 55 new intersections identified through a safety study. The contractor will be responsible for front-of-the-office operational support services, including system processing, software platform provision, and all hardware installation and maintenance, while the City will handle back-office operations such as printing, mailing, and final issuance of notices of violation. A non-mandatory pre-proposal conference is scheduled for July 28, 2026, at 9:30 a.m., with a question submission deadline of August 27, 2026, at 5:00 p.m. Proposals are due September 17, 2026, at 2:00 p.m. The contract term is five years from approval and execution, with optional extensions for up to five additional 12-month periods, for a cumulative total not to exceed 120 months. The City intends to award a single contract to one firm.
The RFP specifies that contractors other than the City's incumbent may be required to replace or buy out existing RLCTID systems from the current contractor. Contractors must conduct site selection analyses, obtain all permits, provide design and installation plans, install equipment within 120 days of written direction, and maintain 24/7/365 operational support. The system must capture 4K resolution video and still images, deliver Traffic Events to the City within 48 hours, and support all required reporting and data access functions. Contractors are responsible for all installation costs, electrical power procurement and payment, equipment maintenance and repair, tree trimming and obstruction removal, and providing necessary signage. The City will determine pricing through proposal evaluation, and the contractor must process credit and debit card payments, remitting net payments to the City on a daily basis without retaining funds longer than necessary. Contractors must maintain all data within the continental United States, comply with Florida public records laws, and retain recorded video and images for five years.

1. INTRODUCTION
The City of Orlando (“City”) is seeking proposals from qualified and experienced providers of Red-Light Camera Traffic Infraction Detector Systems (hereinafter referred to as the
“Proposers”), to provide Red-Light Camera Traffic Infraction Detectors (“RLCTID”)
Systems for approaches at City designated intersections controlled by Traffic
Signals. The selected Proposer (“Contractor”) will be responsible for the installation, maintenance, operation, and repair of the RLCTID Systems, and for providing the related software and services, as set forth below in this solicitation.
1.1. Summary
A. The City currently operates a network of 45 RLCTID System approaches at 25 intersections. However, the current RLCTID Systems are aging and may require upgrading or full replacement. Based on a safety study conducted by the City’s
Transportation Department Staff updating those intersections that pose a heightened safety risk, the City is adding fifty-five (55) new intersections for monitoring by RLCTID Systems, to enhance the City's current RLCTID System network.
B. The City is seeking a comprehensive solution from qualified firms to include the
City’s existing RLCTID Systems network. The Proposer shall have proven experience in inheriting existing RLCTID System networks, as well as experience in installing a new RLCTID Systems at locations that have revealed a heightened traffic safety risk as highlighted in the comprehensive traffic study that was conducted prior to this solicitation.
1. Qualified Proposers are requested to submit proposals which include the replacement, buyout, and installation of RLCTID Systems and provide the
Front-of-the-Office operational support services. The City will be responsible for the Back-Office operations as outlined in this solicitation.
2. Contractors other than the City's incumbent Contractor of RLCTID Systems may be required, when reasonably practicable, to replace or buy out all existing RLCTID Systems and/or equipment from the City's incumbent
Contractor.
3. In any event, the Contractor shall be responsible for acting in good faith when transitioning with the prior and future contractors to retain/obtain any existing equipment, wiring, conduit, devices, all necessary permits, certifications, and approvals for existing and new RLCTID Systems. Following the end of the contract term, the Contractor shall also maintain an accessible web portal as needed for payment of outstanding notices of violation or citations until all such notices or citations issued during the contract term have been disposed of.
1.2. Background
A. The “Mark Wandall Traffic Safety Act” was signed into law with an effective date of July 1, 2010. The law authorizes the use of Traffic Infraction Detectors, commonly known as red light running cameras, on state, county, and municipal roads, streets, and highways in the State of Florida. The City is expanding its
RLCTID Systems network as part of its commitment to the Vision Zero initiative, which aims to eliminate all traffic-related fatalities and serious injuries on City streets by 2040. The City is installing new RLCTID Systems at intersections identified by data as having a heightened risk for incidents, particularly right-angle collisions caused by red-light running. This data-driven approach is a core component of the City's overall strategy to enhance safety for motorists and pedestrians alike. The explicit goal of Vision Zero is that no traffic death is acceptable; the only moral target for fatalities is zero. The use of modern camera technology is considered essential to help accomplish this mission and encourage safer driving behavior. For more details on the program, visit the official City of Orlando Vision Zero website. The City currently operates a network of 45 RLCTID System approaches at 25 intersections. However, the current RLCTID Systems are aging and may require upgrading or full replacement. Based on a safety study conducted by the City’s Transportation
Department Staff updating those intersections that pose a heightened safety risk, the City is adding fifty-five (55) new intersections for monitoring by RLCTID
Systems, to enhance the City's current RLCTID System network.

1. The City anticipates the installation of one (1) RLCTID System for each direction of traffic entering an intersection (hereinafter referred to as an
“Approach”). The City further anticipates that each intersection will require the installation of an RLCTID System an average of two (2) Approaches, for a total initial installation of one hundred ten (110) additional RLCTID Systems in fifty-five (55) additional intersections at a number of Approaches to be determined. Proposers shall calculate their price proposals based on the assumption that RLCTID Systems will be installed at two Approaches per intersection; however, the City in no way represents that this or any other number of RLCTID Systems is guaranteed to be approved, and expressly reserves the right to vary the number of Approaches or RLCTID Systems contracted for in negotiations with the successful Proposer.
2. It will be the responsibility of the Contractor to modify the locations for intended installation of RLCTID Systems, and as a result, it is the responsibility of Proposers to investigate and inspect the intended locations for RLCTID Systems for suitability for construction and installation prior to submitting their proposals. If, before installation any of the Approaches at the
Initial Locations, it is determined by the City and or Contractor(s) that the location is unsuitable for an RLCTID System for any reason not reasonably foreseeable, the parties shall investigate and discuss potential alternate locations in good faith; provided, that the City does not guarantee that alternate Initial intersections/locations or Approaches will be available.
3.
B. Additional Locations
1. During the term of the Contract, the City may request the Contractor to install additional RLCTID Systems (“Additional Locations”). These RLCTID Systems
(“Additional Locations”) within the City authorized by the City’s Ordinance.
2. Any RLCTID System Additional Locations and/or Approaches to the Contract shall be subject to the mutual agreement of the parties.
Disclosure Note: The City does not guarantee any minimum number of Approaches at
Initial Locations or Additional Locations under the Contract.
4.3. RED-LIGHT CAMERA TRAFFIC INFRACTION DETECTOR SYSTEM
OPERATIONAL CAPABILITIES & PLATFORM REQUIREMENTS
A. The Contractor shall be responsible for providing a new RLCTID System as well as maintaining and/or replacing all existing RLCTID System equipment for each of the City’s existing (45) forty-five designated operational Red-Light Approaches located at different Approaches/intersections/locations throughout the City.
B. The Contractor shall provide initial processing of data, such as images and video, from which the City can determine if a potential violation (a "Traffic Event") has occurred.
C. The Contractor shall provide data access via a secure website to the City for review and authorization of citations Notices of Violation and Uniform Traffic
Citations by electronic signature. The secure website shall include all Traffic
Events that meet specified criteria defined by the City in the Business Rules
Questionnaire (BRQ) after the contract is awarded.
D. The Contractor's criteria set shall ensure all aspects of the Traffic Events meet the minimum standards set forth by Florida Statutes.
E. The Contractor is expected to provide processing of Traffic Events captured by the RLCTID System, and deliver the Traffic Events to the City within forty-eight
(48) hours of Traffic Event occurrence. Proposals that provide for delivery of
Traffic Events in weekly batches or at longer intervals will not be acceptable.
F. The Contractor shall have to store and/or preserve all existing data, without limitation, all the inherited files, data, images, and video from the prior outgoing contractor, if applicable. Contractor must also be prepared to process payments for any existing Notices of Violation outstanding from the prior outgoing contractor, if applicable.
G. Contractor may have to replace all existing camera devices, sensors, strobes, poles, cabinets, etc., and any other related operational equipment in compliance with all federal, state, and local regulations if applicable.
H. The Contractor's RLCTID Systems shall be able to cover at least six (6) lanes of traffic per Approach.
I. The City is seeking one RLCTID System per Approach. It may be conceivable that, at some selected wide Approaches with six (6) lanes of traffic, one RLCTID
System will not be sufficient to cover a wide six-lane street. In this scenario, it may require a dedicated left-turn lane RLCTID or a dedicated right-turn lane camera body that is tendered to one RLCTID System. The cost of the RLCTID
System is calculated per the Approach, not per RLCTID System. Note: Currently, as of this writing, the City does not utilize traffic infraction detectors to enforce right-on-red violations. The City retains the right, in its sole discretion, to include and enforce right-turn Traffic Events in the future.
J. RLCTID System strobes are expected to only be active when there is a Traffic
Event. The RLCTID System shall not be active or strobe at non-Traffic Events.
K. The Contractor's RLCTID System shall be capable of capturing the information and image required by Florida Statutes pertinent to each violation at the time of capture. The RLCTID System shall include automated sensors that shall enable the RLCTID System to capture video and images of vehicles entering the intersection from the Approach after the traffic signal has turned from amber to red. Each RLCTID System shall be capable of capturing a wide composition
(wide shot) of the throughfare/road and intersection depicting multiple compliant vehicles (s) in the same lane and adjacent through lanes.
L. The video shall depict the color of the traffic signals commencing with the amber color.
M. The video shall record the rear of the vehicle showing the vehicle’s Plate/Tag, make, Model, and Color of the Traffic Event Vehicle targeted for possibly violating the red-light signal. To accomplish this, the RLCTID System shall include cameras capable of producing current industry-standard high-resolution and high-definition video, with a minimum of 4K resolution (or its equivalent after the application of noise-reduction software) for clear license plate recognition at all times of day and in adverse weather conditions.
N. The video shall also show the Traffic Event vehicle behind the Stop Bar, Stop
Line, or Line of Demarcation while the traffic signal is red.
O. The video shall capture the applicable traffic signal color within the designated lane and intersection.
P. The Contractor's RLCTID System shall provide at least three (3) digital still images (photographs or still images taken from the HD video) of each potential violation/Traffic Event captured by the Contractor's RLCTID System. Cameras used must therefore be capable of sufficiently fast shutter speeds to provide clear freeze-frame images despite vehicle movement.
1. The First image shall capture and depict the Traffic Event Vehicle (Wide Shot) as the Traffic Event Vehicle Approaches the intersection, but before the line of demarcation known as the Stop Line or Stop Bar of the designated intersection. The recorded video and images shall show: (1) the traffic signal is emitting a steady red signal, and the vehicle is behind the Stop Bar or Stop
Line.
2. The Second image shall capture and depict the Traffic Event Vehicle (Wide
Shot) after the Traffic Event Vehicle has entered the intersection while faced with a red signal and passed the line of demarcation/ stop line/stop bar. The traffic signal shall show the red signal while the Traffic Event vehicle is inside the intersection.
3. The Third image shall depict a close-up (tight shot) of the Traffic Event
Vehicle license plate/tag. Each RLCTID System shall be capable of consistently capturing and producing high-resolution, clear quality, readable images of the license plate, make, model, and the color of the Traffic Event
Vehicle.
Q. The Contractor’s Traffic RLCTID System software application shall include a visual indicator/mark or remark on the metadata bar indicating the lane on which the Traffic Event Vehicle is located in the images.
R. The Contractor's RLCTID System software shall record data pertinent to each captured Traffic Event at the time of capture as necessary to provide and produce evidential documentation of the Traffic Event for purposes of issuing a
Notice of Violation (NOV), Warning Letter, Reminder Letter, and Uniform Traffic
Citation (UTC).
S. The Contractor's RLCTID System shall provide color images from the video capturing the vehicle before it crosses the Stop Bar or Stop Line and depict the vehicle proceeding beyond the legal bar or stop line known as a Traffic Event for our purposes.
T. The Contractor's images derived from the video shall show the rear of the vehicle. The images and video shall be of good quality, clear, and readable, showing the vehicle's license plate, make, and model.
U. The Contractor's video clip depicting the Traffic Event shall be a minimum of 12 seconds long (at least six seconds before and six seconds after the Traffic Event trigger) and show/depict part of the amber signal and part of the red signal .
V. All images shall include a Metadata bar with at least the following information: the location of the Traffic Event, lane number, date, time, amber set time, amber duration, red signal duration, and vehicle speed.
W. The Contractor's RLCTID System’s technology captured data shall be able to be used as supporting evidence that the vehicle depicted (tag, color, make, and
Model) is the vehicle involved in a Traffic Event.
X. The Contractor's RLCTID System shall depict the running time on the video frame, along with the location and date of the Traffic Event.
Y. The City expects the Contractor's RLCTID System video quality to be in at least
4K video, or approximately 8.3 megapixels, consisting of 3840 x 2160 pixels.
Z. The City further expects the RLCTID System to minimize, to the extent reasonably practicable, the occurrence of false-positive Traffic Events, in order to efficiently use resources required in processing Traffic Events and maintain public confidence in the integrity of the system. An RLCTID System unit that operates at a rejection rate from the primary queue of more than twenty percent
(20%), or from the secondary queue of more than fifty percent (50%), in a reporting period shall be deemed non-functional for all purposes, including payment, until repaired to within an acceptable tolerance.
AA. The City expects an advanced, more modern directional strobe/light beam unit to enhance the ambient light as well as infrared viewing technology for enhanced nighttime visibility. Finally, if there is no other option, the City expects the camera system not to utilize direct open-space ambient strobe/flash unit devices; the flash shall not exceed three hundred and fifty (350) watts per second.
BB. The Contractor's RLCTID Systems shall not require the installation of additional floodlights.
CC. The Contractor's RLCTID System shall provide a physical but optically isolated connection (sensor) to the red phase signal to assure accurate red phase detection.
DD. The Contractor shall store all non-Traffic Event general video captured by the Contractor's RLCTID System for a minimum of 30 days. This refers to a regular observation video that may be needed to defend the normal 10 to 12-second Traffic Event video.
EE. The Contractor’s platform application shall include the ability for the City to re-issue Notice of Violations and/or Uniform Traffic Citations when a valid affidavit of Defense is received by the City that meets the required standards and identifies the person having care, custody, or control of the motor vehicle at the time of the violation. Such a platform shall be user-friendly and easy to use.
FF.The Contractor’s platform shall include optional license plate reader functionality at no additional cost to the City.
GG. The Contractor shall, not less frequently than annually, review and assess the equipment components deployed in Contractor’s RLCTID System, and shall replace and upgrade such components – including but not limited to cameras, sensors, and other peripheral devices – that have fallen below the industry standard for professional performance, or that are otherwise obsolete.
4.4. RED-LIGHT CAMERA TRAFFIC INFRACTION DETECTOR SYSTEM
SERVICES
The Contractor shall provide RLCTID System service twenty-four hours (24) a day, all seven (7) days of the week, to include all holidays. This means 365 days per calendar year. Any reference to days shall mean calendar days, unless specified otherwise.
A. Front-of-the-Office Service
1. The Contractor shall provide all Front-of-the-Office operational Traffic Event processing support services for the processing of violations as specified herein. This shall include, but not be limited to, operational personnel or processing software for processing, reviewing, and loading event records before releasing any Traffic Events to the City for review by a Traffic
Enforcement Officer. This shall also include all hardware and software needed to process Traffic Events, support services, and software tools for capturing and processing violations.
2. The Contractor shall be responsible for providing operational support services to the city's RLCTID System Program. This RLCTID System includes, but is not limited to, hardware, RLCTID System software, and other related services, as more fully set forth below. RLCTID System and services shall be provided in compliance with applicable laws.
3. The Contractor shall provide the City with a software platform that provides real-time daily statistical reports of RLCTID System program operations, with the City having access to all reports as specified herein, at no additional cost to the City. This includes metrics such as:
a. The operational hours of use per camera, the results shall be achieved by each camera at each site, and offenses recorded by each site daily.
b. The report shall show the prosecutable image rate (e.g., the number of notices issued compared to the number of violations captured).
c. The number of Traffic Events detected, and NOVs and UTCs issued.
