About this opportunity

The Illinois Department of Transportation is requesting bids on janitorial and maintenance services for the Spoon River Rest Area under rebid IFB B-53882, with bids due September 24, 2026. This is a Small Business Set-Aside (SBSA) procurement — only registered small businesses eligible under the Illinois Small Business Set-Aside Program are eligible to bid.

The scope covers comprehensive daily maintenance of two rest area buildings and approximately eight acres of grounds at the Spoon River Safety Rest Area on I-74 in Knox County, with required service delivery from 6:00 a.m. to 11:00 p.m. daily, including all holidays. Specific work includes restroom cleaning a minimum of four times daily (six times on designated high-volume holidays), lobby maintenance with wet mopping four times daily and mechanical floor buffing and scrubbing twice weekly, lawn mowing during growing season at heights between three and five inches, picnic table cleaning four times daily, sidewalk and parking area cleaning twice daily, and snow and ice removal as needed. A Contract Administrator must be on-site a minimum of 20 hours per week with two weekly visits and must submit weekly inspection reports; this is a separate position from cleaning and grounds maintenance staff. The vendor must employ one male and one female worker per shift alternating between eastbound and westbound sides at two-hour intervals and maintain certified payroll records with electronic timekeeping. No subcontractors are permitted; a small business awarded the contract may subcontract no more than 49 percent of the contract value to a non-qualifying business.

The initial contract term runs from execution through June 30, 2029, with a maximum total term not to exceed ten years including renewals and extensions. The vendor must maintain General Commercial Liability of $1,000,000 per occurrence with $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation Insurance as required by law, naming the State as additionally insured. All prevailing wage requirements apply. Bids must remain firm for 180 days from opening. A $15 administrative fee will be deducted from the first payment for any contract valued at $1,000 or more. Bidders must be registered with the Illinois Small Business Set-Aside Program at the time bids are due and submit all required documents electronically through BidBuy, including vendor disclosures and any applicable Business Enterprise Program or Veterans Small Business Program Utilization Plans. Award will be made to the lowest priced responsive and responsible bidder.
