About this opportunity
The Indiana Bureau of Motor Vehicles is issuing RFI 26-87000 to solicit vendor information for Phase 2 of its E-Title initiative, a public-facing web-based portal for electronic vehicle titling, with responses due August 17, 2026 by 3:00 PM Eastern Time. This is an information-gathering phase preceding a potential future RFP; the State reserves the right to limit future RFP participation to vendors responding to this RFI.
The portal must support end-to-end transfer-of-ownership workflows for private-party and dealer transactions through a web interface optimized for desktop and mobile. Required functionality includes full transfer-of-ownership capabilities, digital signatures, automated data validation, real-time integration with BMV systems, and dealer-specific inventory management. The solution must demonstrate alignment or integration plans with the American Association of Motor Vehicle Administrators (AAMVA) peer-to-peer electronic title framework or describe any deviations from AAMVA standards.
Responses must address compliance with Indiana enterprise standards: Information Security Framework, MuleSoft API Management, GoAnywhere MFT, Access Indiana SSO, WCAG 2.1 AA accessibility, and the State's AI Policy. The Infrastructure Overview document requires vendors to propose hosting within a state-owned cloud tenant managed by the Indiana Office of Technology (preferred) or justify alternative hosting; cloud solutions must align with the Risk and Assurance Management Program (RAMP) policy conforming to NIST 800-53 Revision 5. Vendors must include at least three client references with preference for state government clients near Indianapolis where site visits may be arranged.
Responses are limited to 15–20 pages and must include vendor information, executive summary, solution overview, technical architecture, implementation methodology, risk and compliance assessment, and itemized pricing for subscription, transaction, service bundles, and modular components. Written questions are due July 22, 2026 by 3:00 PM Eastern Time, with responses posted by July 29, 2026.
