REQUEST FOR INFORMATION/INNOVATION 26-87000

INTRODUCTION

This is a Request for Information/Innovation (RFI) issued by the Indiana Department of Administration (IDOA) on behalf of the Bureau of Motor Vehicles regarding the BMV PUBLIC-FACING ELECTRONIC TITLING

PORTAL.

It is the intent of IDOA to solicit responses to this Request for Information/Innovation in accordance with the specifications contained in this document and associated attachments. Neither this RFI nor any response (proposal) submitted hereto is to be construed as a legal offer.

THE STATE MAY ELECT TO LIMIT PARTICIPATION IN ANY FUTURE COMPETITIVE SOLICITATION TO

VENDORS THAT RESPOND TO THIS RFI.

ENTERPRISE STANDARDS & POLICIES

Respondents should assume alignment with State enterprise standards: Information Security Framework (NDA access), MuleSoft API Management and GoAnywhere MFT for secure data exchange, Access Indiana SSO for user-facing functionality, WCAG 2.1 AA and State Assistive Technology standards, and adherence to the State’s AI Policy and AI Readiness Assessment for any AI usage.

SECURITY & BUSINESS CONTINUITY / DISASTER RECOVERY (BC/DR)

Respondents should provide high-level descriptions of: (a) incident response processes, including escalation, reporting, root-cause analysis, and lessons learned; (b) initial system architecture documentation and an approach to annual updates; and (c) BC/DR strategy, including recovery objectives, testing cadence, and evidence of prior exercise.

BACKGROUND AND OBJECTIVE OF THE RFI

The Indiana Bureau of Motor Vehicles is undertaking Phase 2 of its E-Title initiative to further modernize the vehicle titling process for residents, businesses, and licensed motor vehicle dealers. This phase aims to set the foundation for eliminating paper-based workflows, enhance transaction efficiency, and elevate customer experience through a secure, web-based portal.

In parallel, AAMVA (American Association of Motor Vehicle Administrators) is actively developing a nationwide, interoperable private-party e-titling solution. The AAMVA initiative, now in pilot stages in multiple jurisdictions, supports peer-to-peer title transfers with secure authentication, odometer disclosure, and real-time title record exchange.

This RFI seeks to understand vendor alignment with AAMVA’s framework, integration readiness, and future peer-to-peer capabilities that enable Indiana residents to benefit from cross-jurisdictional electronic title transfers.

The goal of this RFI is to gather general functionality and general pricing structures from vendors for the development of a potential Request for Proposal (RFP).

Request for Information/Innovation, Page 4 of 8

BMV is requesting information to formalize the scope of work for a potential RFP by allowing the vendor community to apprise the BMV on information that should be considered as part of the scope of work.

Describe program area, business need, and what the State hopes to learn.

For this RFI, the State seeks clear, actionable information on:

a. end-to-end electronic transfer-of-ownership workflows for private-party and dealer transactions

b. readiness and roadmap for interoperability with national e-title standards

c. available integrations into other systems related to electronic vehicle titling that would be beneficial to

BMV and its customers

d. service, security, identity, and data-exchange guardrails necessary for a public-facing portal at State scale

e. pricing structures for each component of the vendor’s proposed or available services

SCOPE OF WORK

This RFI invites vendors to describe a solution that delivers a fully electronic end-to-end titling workflow and integrates with national e-title standards. Key areas include:

• A web-based portal for individual owners, businesses, and licensed dealers, optimized for both desktop and mobile applications.

• Full transfer-of-ownership functionality, with digital/electronic signatures and automated data validation.

• Seamless integration with BMV systems to update title and vehicle records in real time.

• Dealer-specific functionality to manage inventory and complete high-volume reassignment processes.

• Peer to peer e-title interoperability: Alignment with AAMVA’s existing private-party e-title solution, as well as solutions that are currently being developed by AAMVA. Vendors must describe:

o Whether they currently support (or plan to support) AAMVA’s peer to peer electronic vehicle sale process.

o Implementation status or roadmap to enable cross-state peer to peer title transactions using

AAMVA standards.

o Plans to implement future AAMVA based electronic titling workflows and systems.

o If vendor plans to deviate from AAMVA’s processes, then a description of and reason for the deviation must be provided.

Note: It is important for BMV to understand each vendor’s plans to either integrate with AAMVA’s solutions as they are being developed or create their own solution outside of the AAMVA workflow. BMV would also like to understand the benefits of not integrating with AAMVA’s workflow(s), if a vendor has decided not to integrate.

Vendors should also detail their system architecture, integration strategies, compliance with federal/state security and identity standards, and prior experience working with AAMVA frameworks or similar peer to peer e-title solutions.

CONFIDENTIALITY

It is important to note that all information submitted in Respondent’s proposals to this RFI will be kept confidential and will not be made available to the public unless this RFI does not result in the release of a solicitation at a later date. If a solicitation results from this RFI, then the information contained in the proposal submissions for this RFI must be made available to the public once the resulting solicitation has been awarded and the protest period has ended.

Respondents are advised that materials contained in proposals are subject to the Access to Public Records Act (APRA), IC 5-14-3 et seq., and, after award, the entire solicitation file may be viewed and copied by any member of the public, including news agencies and competitors.

Please note citing “Confidential” on an entire section is not sufficient. The Public Access Counselor (PAC) provides guidance on APRA. Respondents are encouraged to read guidance from the PAC on this topic as this is the guidance IDOA follows:

• 18-INF-06; Redaction of Public Procurement Documents Informal Inquiry

Respondents claiming a statutory exception to the APRA must indicate so on a separate attachment labeled “Confidential Documentation Listing”. That document should include the following information:

• Specify which statutory exception of APRA that applies for each document;

• Provide a description explaining the manner in which the statutory exception to the APRA applies for each document.

When claiming confidential information, respondents should submit two versions of their response:

1) A confidential version (for the State’s review and evaluation)

a. Confidential Information must be clearly marked in a separate folder.
