About this opportunity
The City of Atlanta Department of Aviation is announcing a pre-advertisement for on-call general contractor services supporting multitrade grounds and facilities maintenance, repair, and minor construction at Hartsfield-Jackson Atlanta International Airport, with proposals due July 30, 2026 and a pre-solicitation conference to be publicly noticed. The procurement follows a two-step sealed bid process: prequalification phase first, then Invitation for Bid (IFB).
The scope spans comprehensive multitrade work across airside and landside areas, including concrete, carpentry, demolition, electromechanical and electrical repairs, emergency response, plumbing, roofing, fencing, metalwork, asbestos abatement, masonry, painting, HVAC, signage, structural steel, and interior/exterior finishes. The contractor must maintain 24/7 availability and respond to urgent requests within four hours of notification. All work must comply with FAA Part 139 and TSA Part 1542 standards and OSHA safety requirements. Service locations encompass nine designated landside addresses and any location within the airport's security fence for airside work.
Minimum qualifications include a valid Georgia General Contractor's License; a minimum of five years of verifiable experience performing industrial or commercial facilities maintenance and construction; demonstrated completion of at least three similar projects within the past five years; familiarity with FAA Part 139 and TSA Part 1542 requirements; evidence of at least one past project in a secure or airside environment; a current OSHA-compliant Safety Program with no willful OSHA violations in the past three years; audited or certified financial statements for the past two fiscal years; and ability to obtain required insurance (Commercial General Liability, Workers' Compensation, Automobile Liability, and Builder's Risk). Proposed personnel performing regulated trades must hold current Georgia trade licenses. Vendors must provide a minimum of three client references, including at least one from a secure or high-traffic facility.
Compensation is structured around project-specific fixed-price proposals with fully burdened hourly labor rates by classification, actual material costs, subcontractor costs, and equipment rates. Emergency response work carries a fixed 20% markup on all labor, materials, and equipment. Labor rates are subject to annual adjustments on the contract anniversary date based on the Consumer Price Index for the Atlanta-Sandy Springs-Roswell area, capped at 3% per year. All subcontractors require pre-approval by the Department of Aviation. The contractor must complete Department of Aviation Security training and obtain airport badging before commencing work.
