About this file
This is Exhibit A.2 from a pre-advertisement notice for on-call general contractor services issued by the City of Atlanta's Department of Aviation (DOA) for Hartsfield-Jackson Atlanta International Airport. The solicitation seeks qualified general contractors to provide multitrade facilities maintenance, repair, and minor construction services across both airside and landside areas of the airport. Services include grounds maintenance at airside locations and support for mission-critical, operationally sensitive work requiring rapid response capabilities. The procurement will follow a multistep sealed bid process beginning with a prequalification phase, followed by an Invitation for Bid (IFB). A pre-solicitation conference will be publicly noticed to provide additional information, outline requirements, and address vendor questions. The selected contractor(s) must demonstrate capability to mobilize crews within two hours for emergency requests and maintain adequate staffing to manage multiple concurrent task orders while ensuring uninterrupted airport operations.
Contractors must meet stringent minimum qualifications to be considered for award, including possession of a valid Georgia General Contractor's License, a minimum of five years of verifiable experience performing industrial or commercial facilities maintenance and construction, and demonstrated completion of at least three similar projects within the past five years. Proposed personnel performing regulated trades must hold current Georgia trade licenses. Contractors must demonstrate familiarity with FAA Part 139 and TSA Part 1542 operational and security requirements and provide evidence of at least one past project completed in a secure or airside environment. Additional requirements include a current OSHA-compliant Safety Program, no willful OSHA violations in the past three years, demonstrated financial stability through audited or certified financial statements for the past two fiscal years, and ability to obtain and maintain required insurance coverage including Commercial General Liability, Workers' Compensation, Automobile Liability, and Builder's Risk. A minimum of three client references from similar projects, including at least one from a secure or high-traffic facility, must be submitted.
