About this file
This is a compensation schedule exhibit for on-call general contractor services related to grounds maintenance at airside locations for the City of Atlanta Department of Aviation. The contract establishes a project-specific, fixed-price proposal structure wherein the contractor will receive purchase orders for individual scopes of work. Compensation is structured around labor rates by classification (Project Manager, Superintendent, Journeyman Carpenter, Laborer, Electrician, Mason, Painter, and Welder/Fabricator), actual material costs, subcontractor costs, and equipment rates. All hourly labor rates are fully burdened to include wages, benefits, overhead, and profit. Each purchase order will reference the approved scope, schedule, and not-to-exceed amount, with change orders requiring submission to the DOA Project Manager Senior or designee for review and approval.
The compensation structure includes provisions for emergency response work, defined as services that must commence within four hours of notification, which carries a fixed 20% markup applied to all labor, materials, and equipment costs to reflect urgency and premium mobilization requirements. Contractor invoices must be submitted within thirty days of project completion and include detailed documentation such as purchase order numbers, labor hours by classification, itemized material costs with receipts, subcontractor invoices with proof of payment, and equipment rental invoices. Payment terms are Net 30 days from invoice approval. Labor rates are subject to annual adjustments on the contract anniversary date based on the Consumer Price Index for the Atlanta-Sandy Springs-Roswell area, with increases capped at 3% per year. All subcontractors must be pre-approved by the Department of Aviation, and emergency response invoices must be submitted separately with supporting documentation including written incident summaries, time-stamped labor logs, material receipts, and photographic evidence.
