About this opportunity

The City of Clearwater is requesting sealed bids for the Osceola Avenue Corridor Improvements (ITB 22-0017-EN), a roadway and utility reconstruction project in downtown Clearwater, Florida, with bids due September 9, 2026. Bidders must be pre-qualified by the City of Clearwater Engineering Division at least two weeks prior to bid opening.

The scope includes roadway reconstruction, stormwater improvements, potable water, reclaimed water and sanitary sewer infrastructure, pedestrian and signal improvements, intelligent transportation systems, landscaping, and related work along the Osceola Avenue corridor from Court Street to Drew Street. The corridor is adjacent to concurrent development projects—the Osceola Parking Garage, The Bluffs, and Harborview—and serves as the primary route to Coachman Park and the Capitol Theatre. Work must accommodate City-approved special events, maintain safe access and mobility, and minimize impacts to residents and businesses.

The contract is structured as a lump sum award with a 365-day contract time. Bid security equal to ten percent of the maximum bid price is required. Subcontract work shall not exceed fifty percent of the total work without Engineer approval. Concrete subcontractors must demonstrate three years of experience and completion of at least six comparable projects; landscape subcontractors must provide evidence of three projects completed within two years. The contractor must submit a Coordination Matrix and Project Coordination Plan within 14 days of Notice to Proceed and participate in mandatory weekly coordination meetings. Landscape work carries a 365-day warranty with contractor responsibility for replacement of dead or non-established plants at no cost if defects result from contractor negligence.

Minimum qualifications require prime contractors to document three comparable Florida projects completed within the past five years and provide at least five client references, including three public sector projects. A Construction Project Manager, Construction Superintendent, QC Representative, and MOT/Traffic Supervisor must be identified. Contractors must comply with FDOT traffic control standards, erosion and sediment control per EPA NPDES requirements, Florida Trench Safety Act provisions, and E-Verify requirements. Technical proposals limited to four pages are required. Award goes to the lowest responsible, responsive bidder. In case of tie bids, preference is given to certified drug-free workplace bidders.
