About this opportunity

The West Virginia Department of Administration Purchasing Division is requesting quotes for open-end boiler inspection, preventive maintenance, and corrective maintenance services under CRFQ GSD2700000008, with bids due September 8, 2026 at 1:30 p.m. EST. This is a multiple-award Central Master Agreement structured as an indefinite-quantity, indefinite-delivery contract with a not-to-exceed value of $500,000 across all payments and delivery orders.

The scope covers low-pressure boiler inspections and monthly preventive maintenance across fourteen West Virginia state facilities divided into two geographic groups: Group 1 includes eight Charleston Metro buildings (Buildings 4, 8, 17, 22, 35, 36, 84, and 86), and Group 2 includes six additional facilities (Buildings 23, 25, 37, 53, 54, and 55). Vendors must provide emergency corrective maintenance response within 30 minutes with on-site arrival within two hours, maintain 24-hour emergency telephone service, and supply a 12-month warranty on all labor. Preventive maintenance labor and parts are included in monthly fees; corrective maintenance is billed hourly with parts charged on a cost-plus basis using the vendor's specified multiplier.

Minimum qualifications include documented experience with the specific boiler types listed, manufacturer authorization, West Virginia contractor's license, and applicable state electrician and plumber licenses. Vendors must provide pricing on designated pages identifying monthly preventive maintenance charges and hourly corrective maintenance labor rates.

Awards will be made to the lowest-cost responsible bidder meeting all specifications for each group. Vendor technical questions are due August 25, 2026 at 12:00 p.m. EST. Optional site visits may be scheduled between August 18–21, 2026 by contacting Joseph Belcher at 681-319-8778; no mandatory pre-bid meeting will be held. Addendum 1 and Addendum 2 were posted September 3, 2026 and must be acknowledged with bid submissions. Contact David H. Pauline, buyer, at 304-558-0067 or david.h.pauline@wv.gov.
