About this opportunity

The Texas Education Agency is soliciting responses to design, develop, configure, test, implement, pilot, and stabilize OneSystem, a centralized digital platform for grant management and grant performance management, with responses due August 21, 2026, and a pre-proposal meeting on July 29, 2026. Written questions are due July 29, 2026, at 2:00 p.m. Central Time.

OneSystem consolidates three integrated components: OneApp (unified grant management spanning setup, application intake, review, awards, and closeout); Performance Management (compliance tracking, program metrics, and goal attainment monitoring); and OnePlan (consolidated district and campus strategic planning supporting 24+ existing plans into a single framework). The platform must manage approximately 500 grants averaging $2.24 billion annually and accommodate approximately 4,000 grant applications and 876 grantees per year.

The vendor must prioritize commercial-off-the-shelf or low-code platform solutions with vendor-supported, upgrade-safe configurations. All software and documentation produced will be owned by TEA and may be released into the public domain. Key requirements include WCAG 2.2 AA accessibility compliance, Texas Risk and Authorization Management Program (TX-RAMP) certification, OWASP Secure Software Development Framework standards, data migration from legacy systems (eGrants, CEMS, TGIF, Alfresco), integration with Ed-Fi Operational Data Store via RESTful API, support for Data Center Services hosting with cloud options requiring exemption and DIR waiver, comprehensive knowledge transfer and training to TEA staff, post-launch stabilization and warranty support, and Independent Verification and Validation documentation. A mandatory VetHUB Subcontracting Plan is required. Responses must include a Conflict of Interest Analysis Form, TX-RAMP Questionnaire, and detailed Task, Activity, Deliverable, and Budget Plan with pricing tied to specific deliverables for each fiscal year; monthly invoicing is based on satisfactory completion and acceptance of deliverables.

The contract term is three state fiscal years commencing from contract execution, with an anticipated start date of November 2026, subject to Texas Legislature appropriation of funds. TEA will award one contract and reserves the right not to award. No budget is specified; detailed budget pricing is a proposal requirement. Performance is measured against specific KPIs including 90% user satisfaction, less than three weeks to set up and publish new grants, 20% reduction in LEA grant application time, and zero security breaches, with monthly Service Level Agreement reporting required. Service Credits are applied as deductions to Milestone Payments; total credits are capped at 30 percent of the Milestone Payment except upon contract termination. Place of performance is with TEA in Austin, Texas.
