About this opportunity

West Basin Municipal Water District is requesting proposals for on-call pump and motor repairs, rebuilds, and replacement services across eight recycled water and pumping facilities in Los Angeles County, with proposals due October 1, 2026, at 2:00 PM. The District encourages participation from Small Business Enterprises (SBEs), Local Business Enterprises (LBEs), and Veteran-Owned Business Enterprises (VOBEs), offering up to 10 additional evaluation points or price reductions of 3% per qualifying category (up to 10% total) depending on the evaluation method used.

The scope covers emergency and routine repair, rebuild, and replacement services for electric motors ranging from 1.5 to 800 horsepower and pumps of various configurations at the Hyperion Secondary Effluent Pump Station, Edward C. Little Water Recycling Facility, Chevron Nitrification Treatment Plant, Torrance Refinery Water Recycling Plant, JMM Carson Regional Water Recycling Plant, and three booster pump stations. Contractors must respond to written service requests within five business days and deliver work within one hour during business hours and twelve hours outside business hours. The scope includes pick-up and return delivery, on-site removal and reinstallation, comprehensive documentation with before-and-after photographs and failure analysis, post-installation performance testing with vibration analysis, and minimum eighteen-month warranty on all equipment, parts, labor, and materials.

Qualified contractors must demonstrate a minimum of five years' experience in electric motor repair, maintain valid California Department of Industrial Relations Public Works Contractor Registration, provide five minimum references, and maintain a local repair facility available for inspection. ISO 9001 certification is recommended but not required.

Pricing is fixed at actual costs plus a maximum 10% markup for contractor parts and equipment, and actual costs plus a maximum 5% markup for subcontractor total costs. The total contract not-to-exceed amount is $1,000,000 over a two-year initial term with a potential one-year extension beginning October 2026. Contractors must carry commercial general liability ($2,000,000), business automobile liability ($2,000,000), workers' compensation ($1,000,000), and professional liability ($2,000,000), naming West Basin as additional insured. A non-mandatory pre-proposal conference is scheduled for September 16, 2026, at 2:00 PM via Teams. Questions are due September 23, 2026, at 2:00 PM. Notice of recommended award is anticipated October 15, 2026, with recommendation to the Board of Directors on October 21, 2026.
