Little Water Recycling Facility, Chevron Nitrification Treatment Plant, Torrance Refinery Water Recycling Plant, JMM Carson Regional Water Recycling Plant, and three booster pump stations. The anticipated agreement period is two years beginning October 2026, with an initial one-year term and a potential one-year extension. Services will be provided on an as-needed basis with emergency response requirements of one hour during business hours and twelve hours outside business hours. Contractors must submit written quotes within five business days of each service request and provide comprehensive documentation including before-and-after photographs, failure analysis reports, and functionality reports within one week of completion.
The contract carries a total not-to-exceed amount of $1,000,000, with pricing based on actual costs plus a maximum ten percent markup for contractor parts and five percent markup for subcontractor costs. Contractors must provide pick-up and return delivery services, on-site removal and reinstallation, and post-installation pump performance testing. All equipment repairs require OEM parts unless otherwise approved, and contractors must provide a minimum eighteen-month warranty on all equipment, parts, labor, and materials. Qualified contractors must demonstrate a minimum of five years of experience in electric motor repair for units ranging from 1.5 to 800 horsepower, maintain valid California Department of Industrial Relations Public Works Contractor Registration, provide a minimum of five references, and offer proof of a local repair facility available for inspection. This Scope of Services is intended to support the solicitation of proposals for up to a two (2) year agreement covering repair, replacement, and servicing of West Basin’s pumps and motors. If applicable, a Prime pump contractor shall partner with a local motor subcontractor(s) for this work.
Upon written (e-mail) approval from West Basin’s Project Manager (PM), Contractor(s) will perform the requested work on as-needed basis. The PM will discuss with Contractor(s) the particulars of a given equipment repair project, the cost and not-to-exceed price, and the appropriate level of effort. Urgent or emergency work may be authorized on a time and materials basis with appropriate proof of time and submitted receipts.
Once written approval is given by the PM, the selected Contractor will travel to the appropriate West Basin location, pick-up and/or remove the designated equipment in need of repair, and proceed with the agreed-upon repair, rebuild, or replacement task(s). Contractor(s) shall be responsible for disconnecting, removing, and palletizing (if feasible) the designated equipment, as well as the re-installation of the repaired and/or replaced equipment. Contractor(s) must be able to provide on-site pick-up and/or removal service (e.g. crane service) and subsequent return delivery service plus disconnection, removal, and reinstallation/reconnection of repaired equipment to any of West Basin’s wastewater treatment facilities and/or other equipment locations.
To verify pump efficiency, a post‐installation pump test may be required as part of the post-overhaul pump commissioning process. The selected Contractor(s) must be capable of measuring and recording pump operational parameters after equipment reinstallation, such as pump flow capacity, total head, discharge pressure, and kW input to motor. Pump performance criteria, such as system flow and pressure requirements, may also be required by West Basin during a post-installation pump test verification.
Non-emergency work will be scheduled in advance. Contractor(s) shall be able to meet the emergency response times described below:
During West Basin business hours (7:30am – 5:00pm, M-F)
• Respond to request for services within 1 hours from receipt of notification.
• For onsite required support: dispatch to site within 4 hours from receipt of notification.
Outside of West Basin business hours, holidays, and weekends
• For onsite required support: respond to site within 12 hours from receipt of notification.
• The Contractor’s proposal should describe their approach for responding to unscheduled emergencies and after-hours support response.
West Basin’s e-mail approval authorization(s) shall convey a separate and discrete billing task order number which is to be referenced on the Contractor’s associated invoice. Note: West Basin reserves the right to send staff to Contractor's facility in order to witness final inspection/test of the repaired equipment prior to return shipment to West Basin. Contractor(s) services and responsibilities shall include and be in accordance with Scope of Services established below. The selected contractor(s) shall be capable of providing the following services:
