About this opportunity

The University of Maryland College Park Department of Procurement & Business Services awarded on-call emergency cleanup and restoration contracts on July 25, 2026 to three contractors — Bylt LLC, Popowski Brothers Inc., and SI Restoration — under RFP 00027273; however, this is a Certified Small Business set-aside, and interested vendors should note that Amendment 004 (posted August 7, 2026) formalizes the award and incorporates contractor agreements into the solicitation record.

This procurement is closed to new bidders. The historical record is presented for reference and competitive intelligence. The original RFP, issued June 12, 2025, required all responding contractors to hold Maryland Certified Small Business registration; no other firms were eligible. The scope encompasses 24/7 emergency response within two hours of notification for fire and smoke damage, flood and water intrusion, mold remediation, sewage backflow, and trauma/biohazard cleanup at University of Maryland College Park and USM Service Center locations. Required personnel include a Project Manager, Site Supervisor, Foreman, Technician, and Bloodborne Pathogen Technician, each with specified certifications and experience thresholds. Contractors must provide or assist with commercial dehumidifiers (up to 300 pint), air movers (up to 3000 CFM), and HEPA air scrubbers (up to 500 CFM).

Pricing is structured on a time-and-material basis with hourly labor rates and daily/weekly equipment rates. Projects under $50,000 are assigned by availability with equitable distribution; projects over $50,000 are competitively bid among awarded contractors. The estimated cumulative annual dollar volume is $250,000, with no guarantee of work assignment. The initial contract term is two years with four optional one-year renewals, subject to annual labor-rate increases capped at the lower of negotiated amount or five percent (CPI-U indexed to Washington DC-VA-MD-WV). Commercial General Liability of $2 million per occurrence, Automobile Liability of $1 million combined single limit, and Workers' Compensation insurance are required; performance and payment bonds are waived for on-call awards. The evaluation criteria reflected project approach, similar experience (minimum three reference projects valued at $20,000+ each in higher education), key personnel, company profile, and economic benefit to Maryland. No MBE subcontracting goals applied.
