About this file

This Amendment 002 document modifies RFP 00027273 issued by the University of Maryland College Park, Department of Procurement & Business Services, for on-call emergency clean-up response services. The solicitation seeks one or more contractors to provide labor, materials, equipment, and supervision for emergency clean-up projects on an as-needed basis at University of Maryland College Park and USM Service Center locations, including fire and floor restoration, mold remediation, sewage clean-up, and trauma clean-up services. The pre-proposal conference was held on January 23, 2026 at 10:00 a.m., with the deadline for questions set for February 2, 2026 at 1:00 p.m. Technical and price proposals were due on or before February 12, 2026 at 3:00 p.m., with contract award projected for July 2026. The solicitation is designated as a Certified Small Business (CSB) set-aside, requiring contractors to be registered in the Maryland program to be eligible for award. Projects estimated over $50,000 will be bid among awarded on-call contractors with site visit opportunities, while projects under $50,000 will be assigned based on availability with equitable distribution monitored by procurement.

Proposal security requirements, including the standard five percent proposal bond, are waived due to the on-call nature of the procurement, and payment and performance bonds are not required when project awards exceed $100,000. The University of Maryland will provide equipment for most projects, though contractors may bring their own equipment if properly labeled with company information. Insurance requirements are specified in Section 0200 of the RFP. UMD will assume responsibility for any asbestos issues identified during projects, though a blanket statement noting likely asbestos presence will be added to most locations. Evaluation criteria include project approach, similar experience, references, key personnel, company profile, and economic benefit to Maryland. Proposal submissions must be made separately as technical and price documents through a Box folder link using specified naming conventions.
