About this opportunity
The Nevada Department of Corrections is issuing Request for Proposals (RFP) 44DOC-S3832 to procure gym floor refurbishment services for the Northern Nevada Correctional Center in Carson City. The project involves the complete resurfacing and repair of approximately 8,000 square feet of maple wood plank flooring in the athletics building, including floor inspection and debris removal, dust containment, crack repair, replacement of damaged or warped boards with matching maple material, comprehensive sanding and finishing, application of MFMA-approved sealer, repainting of gym lines and basketball court markings, and complete jobsite cleanup. Contractors must hold a current C16a Finishing Floors license issued by the Nevada Contractor's Board and be registered on nevadaepro.com at the time of proposal submission. The evaluation criteria include demonstrated competence (25%), experience in comparable engagements (25%), conformance with RFP terms (10%), expertise and availability of key personnel (10%), cost factor (30%), and financial stability assessed on a pass/fail basis. Questions must be submitted by May 1, 2026 at 12:00 p.m. Pacific Time with answers posted by May 4, 2026; client reference submissions are due by May 4, 2026 at 5:00 p.m.; and proposals must be submitted by May 8, 2026 at 2:00 p.m. The estimated contract start date is July 14, 2026, with an estimated four-month contract term subject to Board of Examiners approval. The successful contractor must execute all work Monday through Friday with hours coordinated with the Facility Supervisor, meet pre-project with Athletic and Recreation and Facility Supervisors to discuss safety and security protocols, provide a minimum one-year warranty upon completion, and comply with extensive security and PREA (Prison Rape Elimination Act) requirements including background checks and mandatory acknowledgment forms.
The State of Nevada offers a five-percent preference to Nevada-based businesses and applies inverse preferences to vendors from states with in-state preferences; however, no explicit small business, disadvantaged enterprise, or minority-owned business set-asides are specified in the procurement documents. All vendors must provide a minimum of three client references from similar projects completed within the last five years, with references submitting completed questionnaires directly to the Nevada Department of Corrections by the established deadline. Mandatory compliance requirements include submission of the PREA Zero Tolerance Policy Acknowledgement Form, Contractor Security Regulations Acknowledgement Form (DOC 047), PREA Questionnaire (DOC 1952), Certification Regarding Lobbying, and proof of required insurance prior to contract award and commencement of work. Insurance requirements include commercial general liability coverage with the Nevada Department of Corrections named as an additional insured, workers' compensation insurance as required by Nevada law, and equipment or property damage coverage appropriate to the scope of work. No incumbent vendor information or existing technology integration requirements are specified in the procurement documents. The contract budget or estimated value is not disclosed in the available documentation; pricing submissions will be evaluated according to the standardized cost schedule provided, and payment is typically processed within 45 to 60 days of invoice receipt, contingent upon submission of all required documentation. All response terms and pricing shall remain valid for a minimum of 180 days after the May 8, 2026 submission deadline and in perpetuity for the awarded vendor throughout the contract term.
