About this opportunity
The Nevada Department of Corrections, Northern Nevada Correctional Center (NNCC) is issuing Request for Proposals (RFP) 44DOC-S3730 to procure gym floor refurbishment services for the athletics building located at 1721 E. Snyder Avenue, Carson City, Nevada. The project scope encompasses the complete refinishing of approximately 8,000 square feet of maple wood plank flooring, including inspection and cleaning, sealing off the work area to contain dust, sanding the entire court to bare wood, repairing cracks, replacing damaged or warped floorboards with matching maple wood planking, applying MFMA-approved sealers, and repainting existing gym lines and basketball court markings. Contractors must provide a detailed materials list prior to facility entry and maintain a reconciled daily tool inventory throughout the project. All work must be completed by June 30, 2026, with work occurring Monday through Friday on a schedule coordinated with the Facility Supervisor, and a minimum one-year warranty on completed work is required. Proposals are due April 3, 2026, at 2:00 p.m. Pacific Time via nevadaepro.com, with vendor questions due by March 30, 2026 (answers posted by March 31, 2026) and reference questionnaires due by April 1, 2026. Evaluation criteria include Demonstrated Competence (25%), Experience in Performance of Comparable Engagements (25%), Conformance with RFP Terms (10%), Expertise and Availability of Key Personnel (10%), and Cost Factor (30%). Vendors must hold a current C16a Finishing Floors license from the Nevada Contractor's Board at the time of proposal submission and be registered with both nevadaepro.com and sam.gov.
Nevada-based businesses whose principal place of business is located in Nevada are eligible for a 5% preference in the evaluation process. No incumbent vendors or current contractors are referenced in the solicitation documents. Vendors must comply with extensive federal and state requirements, including Prison Rape Elimination Act (PREA) compliance, submission of PREA questionnaires and zero tolerance policy acknowledgments, completion of security regulations acknowledgement forms, and background check authorization. All proposed pricing must remain valid for a minimum of 180 days after the proposal due date and throughout the contract term for the awarded vendor. Vendors must submit comprehensive financial documentation including the last two full years and current year interim profit and loss and balance statements, Dun and Bradstreet number, and at least three client references from similar projects performed within the last five years. The State intends to award one contract with an estimated notice of award on April 24, 2026, Board of Examiners approval on May 12, 2026, and a contract start date of May 12, 2026, with a four-month contract term. No specific budget range or award value is disclosed in the solicitation; however, vendors must complete the cost schedule spreadsheet with pricing across 16 line items, with travel expenses charged at then-current General Services Administration (GSA) rates.
