About this opportunity
The Office of Hawaiian Affairs is requesting proposals for Monday.com consulting, implementation, optimization, technical support, training, and knowledge-transfer services for its existing Monday.com Enterprise environment under RFP SI 2027-006, with proposals due October 19, 2026. Offerors must be qualified Monday.com partners or certified offerors. Hawaii's local-business preference under HRS 103D-1001 applies; bidders claiming preference must maintain a valid commercial place of business in Hawaii staffed for at least two consecutive years prior to proposal submission and perform at least 51 percent of total direct labor hours within Hawaii. Joint ventures must meet these same requirements.
The scope encompasses system consulting and implementation acceleration, workflow optimization, user adoption support, technical support, training delivery, and organizational knowledge transfer to support sustainable utilization of the Monday.com platform across OHA operations.
Any contract exceeding $25,000 is subject to Hawaii's prevailing-wage requirements under HRS 103-55; the contractor must ensure all personnel performing services earn wages or salaries not less than those paid to public officers and employees performing similar work, plus all employer-required federal and state payments and benefits.
Proposal submission requires a cover letter, wage certificate, offer forms (OF-1 and OF-2), detailed sections on experience and capability, personnel and project organization, technical approach, service delivery and financial capacity, price proposal, evidence of Hawaii Compliance Express (HCE) Certificate of Vendor Compliance or individual clearance copies from the Department of Taxation, Internal Revenue Service, Department of Commerce and Consumer Affairs, and Department of Labor and Industrial Relations, a corporate resolution identifying the authorized signer, and a Hawaii Bidder/Offeror Preference Certification Form if applicable. The procurement is governed by Hawaii Revised Statutes Chapter 103D and incorporates OHA General Terms and Conditions addressing independent contractor status, nondiscrimination, suspension and termination rights, tax clearance requirements, and confidentiality obligations.
