About this file
This is an Addendum 1 Q&A document issued by the Office of Hawaiian Affairs (OHA) in response to inquiries regarding RFP SI 2027-006 for Monday.com consulting, implementation, optimization, and training services. The addendum, dated October 9, 2026, addresses critical qualification and structural requirements for interested offerors. The RFP requires proposals due October 19, 2026, and mandates that the awarded contractor be a currently certified Monday.com Solution Partner capable of delivering all services directly through its own employees or principals. The solicitation explicitly prohibits subcontracting arrangements, joint ventures relying on a partner entity's certification, and teaming arrangements wherein another entity performs contract services such as project management, training, documentation, knowledge transfer, or accessibility support.
OHA clarified that qualified offerors must themselves hold current Monday.com Partner certification and satisfy all minimum qualification requirements established in the RFP; certification of separate entities cannot be leveraged to meet this requirement. The addendum confirms that every individual performing contract services must be a direct employee or principal of the awarded offeror entity. These responses establish that OHA seeks a single legal entity capable of delivering the full scope of Monday.com services in-house, with no allowances for alternative organizational structures that would distribute service delivery responsibilities among multiple entities or leverage external partner certifications.

Questions and Answers
1. Section 2, IV.A.13 states that subcontracting is not permitted and that all services must be performed directly by employees or principals of the awarded Offeror. Would OHA consider amending this provision to permit a qualified Hawaiʻi-based prime contractor to subcontract the specialized Monday.com technical services to a currently certified Monday.com Solution Partner?
Response: No. OHA does not intend to amend the solicitation to permit subcontracting.
As stated in Section 2, IV.A.13, subcontracting is not permitted, and all services must be performed directly by employees or principals of the awarded Offeror. The Offeror must also meet the minimum qualification requirements established in the RFP, including the requirement to be a currently certified Monday.com Partner.
2. Would OHA accept a proposal from a formally established joint venture composed of a
Hawaiʻi-based company and a certified Monday.com Solution Partner?
Response: The Offeror submitting the proposal must meet all minimum qualification requirements established in the RFP, including the requirement that the Offeror be a currently certified Monday.com Partner. OHA will not permit an Offeror to rely on the certification of a separate entity to satisfy this minimum qualification. In addition, subcontracting is not permitted, and all contract services must be performed directly by employees or principals of the awarded Offeror.
3. Would OHA permit a teaming arrangement in which a certified Monday.com Solution Partner serves as the Offeror and a Hawaiʻi-based company provides project management, training, documentation, knowledge transfer, accessibility, or other supporting services?
Response: No. All services required under the contract must be performed directly by employees or principals of the awarded Offeror. Accordingly, a teaming arrangement under which another entity performs contract services, including project management, training, documentation, knowledge transfer, or other services within the scope of the RFP, is not permitted.
4. If OHA will not allow subcontracting, teaming arrangements, or reliance on a joint-venture member’s certification, please confirm that the Offeror must be a single legal entity that is itself a currently certified Monday.com Solution Partner and that every individual performing contract services must be a direct employee or principal of that entity.
Response: The Offeror submitting the proposal must itself be a currently certified Monday.com Partner and must satisfy the minimum qualification requirements established in the RFP. Subcontracting is not permitted, and all services under the contract must be performed directly by employees or principals of the awarded Offeror.
The certification of a separate entity may not be used to satisfy the Certified Monday.com Partner requirement.
