About this opportunity
City of Austin is requesting qualifications for mobile medical surveillance services to serve Austin Energy employees at five designated facilities, with offers due August 4, 2026, at 2:00 p.m. and a non-mandatory pre-offer conference on July 14, 2026.
This is a Qualifications-Based Selection (QBS) procurement under Texas Government Code Chapter 2254, evaluating vendors on qualifications rather than competitive sealed bidding. Minimum qualifications include five years of relevant experience in mobile medical industry services since 2015, current professional licenses and certifications (NIOSH certifications, B-Reader credentials, phlebotomy certifications, and state medical licenses), and at least three verifiable customer references. The City complies with Minority and Women-Owned Business Enterprise (MBE/WBE) procurement requirements.
The scope encompasses mobile medical testing unit operations delivering hearing and audiometry testing, anthropometry screening, respirator medical clearance and fit testing, chest X-rays with B-Reader certification, pulmonary function testing, blood work and biomedical sampling, pandemic health event assistance, fitness-for-duty evaluations, DOT physicals, and vaccinations at Decker Creek Power Station, Sand Hill Energy Center, Kramer Lane Buildings C and E, and St. Elmo Service Center. The contractor must maintain fully equipped mobile health units with climate control, exam rooms, audiometric test rooms, and Wi-Fi connectivity. Routine scheduling operates Monday through Friday, 7:00 a.m. to 7:00 p.m. CST with at least 20 business days advance notice; emergency services must respond within 24 hours and mobilize within 96 hours. All testing must be supervised by a licensed physician and performed by qualified, certified technicians meeting OSHA, NIOSH, and EPA standards.
The initial contract term is 36 months with two optional 12-month renewal periods at the City's discretion. Evaluation is scored on a maximum of 100 points: 50 points for Company Qualifications and Experience, 50 points for Personnel Qualifications and Experience. The contractor must comply with HIPAA Business Associate Agreement requirements, Austin Energy's Data Handling Controls (restricting data storage and processing to the contiguous United States, requiring encryption, multi-factor authentication, and incident reporting within four hours), wage theft certification within 30 days of award, and Form 1295 disclosure of interested parties. Questions are due July 24, 2026. Offers remain valid for 180 calendar days following the RFQS closing date.
