About this opportunity

Pierce County Public Works is requesting bids on electrical lighting controls replacement across six buildings at the Central Maintenance Facility under ITB 2026-MPW-198, with bids due November 4, 2026 at 1:00 PM and pre-bid walkthroughs scheduled for October 21 and 22 at 10:00 AM. The project must achieve substantial completion within 60 working days from Notice to Proceed.

The scope includes removal of existing lighting control panels and installation of a new integrated control system with a central lighting control station, occupancy sensors, daylight harvesting photocells, and network integration wiring across all six buildings. The system must control incandescent, LED, fluorescent, and HID lighting through networked relay panels and distributed controllers. All materials and equipment must be UL-listed and meet National Electrical Code compliance and Washington State Department of Labor & Industries standards. The contractor must submit detailed shop drawings in AutoCAD format, product data sheets, bills of materials, and specification compliance documentation. The system must provide non-volatile memory storage of programming for minimum ten-year retention, battery-backed timeclock, remote internet or LAN control capability, occupancy sensor integration with configurable delays, and white light color tuning for compatible LED fixtures. Warranty requirements include five-year full hardware coverage and twelve-month software performance warranty from system startup, with on-site instruction and documentation delivery at substantial completion and again three months later. The facility is located at 4812 196th Street E, Spanaway, Washington 98387.

The project estimate is $325,000 to $400,000 excluding Washington State Sales Tax. The contract term shall not exceed two years from Notice to Proceed. Prevailing wage requirements apply under Washington State Department of Labor and Industries. A 5% bid bond is required; the successful bidder must provide a 100% payment and performance bond. The contractor must perform work equivalent to at least 25% of the contract price with its own forces. Reciprocal preference for resident contractors applies, with comparable percentage disadvantage applied to nonresident bids from states providing preferences to their residents. Liquidated damages are assessed at $200 per calendar day for delays beyond the specified completion date. Work hours are restricted to 7:00 AM to 5:00 PM, Monday through Friday. The contractor must obtain and pay for the electrical permit through Tacoma Public Utilities and coordinate utility shutdowns with Pierce County Project Manager on 48-hour advance notice.

A limited asbestos and lead-containing paint survey dated July 20, 2026 found no detectable asbestos or lead in sampled materials; contractors must presume undocumented suspect materials contain asbestos until proven otherwise. The County requires signed acknowledgment of asbestos identification and management procedures. Hot work procedures mandating permits and fire watch personnel are applicable. Questions close October 29, 2026 at 4:00 PM. Bid opening occurs via Zoom 30 minutes after the due time.
