About this file
This is a Limited Hazardous Materials Survey Report prepared by Apex Companies, LLC for Pierce County Facilities Management regarding the planned replacement of electrical lighting control panels at the Pierce County Central Maintenance Facility (CMF) located at 4812 196th Street East in Spanaway, Washington. The survey was conducted on July 20, 2026, by AHERA-certified building inspector Ryan Hunter to ensure regulatory compliance with requirements for a "good faith inspection" for asbestos-containing materials (ACMs) prior to renovation activities. The scope of work encompassed all accessible areas associated with the electrical lighting control panel replacement project across six buildings at the facility, including Buildings A through F. The survey included both asbestos and lead-containing paint (LCP) assessments across multiple building components.
The survey findings indicate that none of the ten bulk samples collected and analyzed by NVL Labs, Inc. under EPA Method 600R-93/116 using polarized light microscopy contained detectable asbestos concentrations. Sampled materials included gypsum wallboard and joint compound from electrical rooms in Buildings A and B, mortar associated with concrete masonry unit walls in Buildings D, E, and F, concrete floor patches in Buildings A and D, brown caulking at a door frame in Building E, and white caulking at a floor penetration in Building B. Similarly, lead-containing paint analysis of two representative painted coatings—off-white paint on gypsum wallboard in Building B Electrical Room 202 and gray paint on wood flooring in Building C Storage Room 201—revealed zero samples with lead content above laboratory detection limits. The report recommends that contractors presume any untested materials or materials discovered in concealed spaces during construction to be asbestos-containing until properly sampled and analyzed, and that any previously unidentified painted coatings should be considered lead-containing until proven otherwise through testing.

1 INTRODUCTION
1.1 Project Background
Apex Companies LLC. (Apex) by and through its wholly owned subsidiary PBS Engineering and Environmental LLC, performed a limited hazardous materials survey of the Pierce County Central Maintenance Facility (CMF), located in Spanaway, Washington, in conjunction with the planned replacement of electrical lighting control panels. The intent of this investigation is to ensure that Pierce County is in compliance with applicable regulatory requirements that a "good faith inspection” for asbestos-containing materials (ACMs) be performed prior to renovation activities.
Apex’s understanding of the scope of work is based on drawing provided by Pierce County Facilities Management. Apex understands the scope of work to include replacement of electrical lighting control panels. At the request of Pierce County, all accessible areas associated with the project were inspected for the presence of ACMs and lead-containing paint (LCP).
1.2 Survey Process
Accessible areas included in the project scope were inspected by Asbestos Hazard Emergency Response Act (AHERA) Certified Building Inspector Ryan Hunter (Cert. No. IRO-26-7254B, Exp. 2/23/2027) on July 20, 2026.
Apex endeavored to inspect all accessible areas of the scope of work. Inaccessible areas consist of those requiring fall protection or confined space entry protocols in order to gain access.
All suspect asbestos samples were assigned a unique identification number and transmitted for analysis to NVL Labs, Inc (NVLAP 102036-0) in Seattle, Washington under chain-of-custody protocols. Samples were analyzed according to Environmental Protection Agency (EPA) Method 600R-93/116 using polarized light microscopy (PLM), which has a reliable limit of quantification of 1% asbestos by volume. Information regarding the type and location of sampled materials can be found on the attached PLM sample inventory in Appendix C.
2 FINDINGS
2.1 Asbestos-Containing Materials (ACMs)
Regulated asbestos-containing building materials are defined by EPA as containing greater than 1% asbestos by weight.
None of the materials sampled were found to contain asbestos.
The following materials were sampled and did not contain detectable concentrations of asbestos:
Gypsum Wallboard and Joint Compound – Building A & B Mortar associated with CMU walls – Building D, E, & F Concrete patching at floor penetrations – Building A & D Brown caulk at door frame – Building E White caulk at floor penetration – Building B
For a complete listing of representative bulk sampling and associated laboratory analysis, refer to Appendix C.
Homogeneous Sampling Areas: The following table summarizes the homogenous sampling area (HSA) codes corresponding with representative bulk sampling and associated laboratory analyses included under Appendix C.
Apex Companies, LLC 2
Table 1. Homogenous Sampling Areas
HSA CODE: DESCRIPTION:
GWB01 Gypsum wallboard and joint compound
OTH01 Mortar associated with CMU Walls
OTH02 Concrete Patch at Floor Penetrations
DFC01 Brown Door Frame Caulk
OTH03 White Caulk at Floor Penetration
2.2 Lead-Containing Paint
Two (2) representative painted coating was sampled for lead content. The samples were assigned unique identification numbers and transmitted to NVL Laboratories, Inc., (AIHA IH #101861) under chain-of-custody protocols for analysis using flame atomic absorption.
Zero (0) of the painted coatings were analyzed and found to contain lead above the laboratory detectible level.
Samples determined not contain lead above the analytical limit of detection include:
Off-white paint on gypsum wallboard wall – Building B Electrical Room 202 Gray paint on wood floor – Building C Storage Room 201
For a complete listing of representative lead sampling, associated laboratory analysis documentation, and previous data, refer to Appendix D.
3 RECOMMENDATIONS
3.1 Asbestos-Containing Materials (ACMs)
ACMs were not identified at the project site and limited to the areas surveyed.
The possibility exists that suspect ACMs may be present in equipment, wall, and ceiling cavities, included in the scope of the work or in areas of the campus not included in the work scope. These may include, but are not limited to waterproofing membranes, vapor barriers, internal gaskets, pipe insulation, piping materials, caulking and sealants of HVAC equipment, internal mechanical components, and construction adhesives and wall mastics. In the event that suspect ACMs are uncovered during construction, contractors should stop work immediately and inform the owner promptly for confirmation testing. All untested materials should be presumed asbestos-containing or tested for asbestos content prior to impact.
Additional suspect-ACMs may be present in concealed spaces. Caution should always be exercised during selective demolition to prevent impact of suspect-ACMs. All suspect ACMs should be presumed asbestos-containing until properly sampled and analyzed.
3.2 Lead-Containing Paint
The impact of painted surfaces with detectable concentrations of Lead requires construction activities to be performed according to Washington Labor and Industries regulations for Lead in Construction (WAC 296-155- 176). Workers impacting LCP should be Lead/Metals-trained, provided the proper personal protective equipment and use proper work methods to limit occupational and environmental exposure to lead until an initial exposure assessment has been conducted. Handling/managing painted coatings that contain lead content must be in accordance with 40 CFR Part 745 Lead and WAC 296-155-176.
Apex Companies, LLC 3
Painted coatings may exist in inaccessible areas of the work area or in secondary coatings. Any previously unidentified painted coatings not sampled should be considered lead containing until sampled and proven otherwise.

Dear Mr. Hunter, Enclosed please find test results for the 10 sample(s) submitted to our laboratory for analysis on 7/20/2026.
Examination of these samples was conducted for the presence of identifiable asbestos fibers using polarized light microscopy (PLM) with dispersion staining in accordance with U. S. EPA 40 CFR Appendix E to Subpart E of Part 763, Interim Method for the Determination of Asbestos in Bulk Insulation Samples and EPA 600/R-93/116, Method for the Determination of Asbestos in Bulk Building Materials.
For samples containing more than one separable layer of materials, the report will include findings for each layer (labeled Layer 1 and Layer 2, etc. for each individual layer). The asbestos concentration in the sample is determined by calibrated visual estimation.
For those samples with asbestos concentrations between 1 and 10 percent based on visual estimation, the EPA recommends a procedure known as point counting (NESHAPS, 40 CFR Part 61). Point counting is a statistically more accurate means of quantification for samples with low concentrations of asbestos.
The detection limit for the calibrated visual estimation is <1%, 400 point counts is 0.25% and 1000 point counts is 0.1%
Samples are archived for two weeks following analysis. Samples that are not retrieved by the client are discarded after two weeks.
Thank you for using our laboratory services. Please do not hesitate to call if there is anything further we can assist you with.
Sincerely, Enc.: Sample Results
