The Minnesota Department of Information Technology Services (MNIT), in partnership with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design (AELS) and the Minnesota Board of Accountancy (BOA), is requesting proposals for a cloud-based, vendor-managed SaaS licensing and compliance system to replace legacy systems and serve approximately 40,000 applicants and licensees across eight professional fields, with proposals due June 22, 2026 at 2:00 PM Central Time.

The scope encompasses electronic application intake, renewals, reinstatements, firm licensing, continuing education tracking and audits, complaint and investigation management, and board workflows. The system must include role-appropriate staff and public portals; configurable rules and workflows without code modification; integrations with LoginMN SSO/MFA, US Bank payment gateway, Secretary of State, Commerce Department, and Management & Budget; full data migration with quality assurance; reporting and public roster capabilities; and post-launch hypercare and training support. The vendor must achieve GovRAMP Authorization at the Moderate Impact Level by April 1, 2027; demonstrate WCAG 2.2 AA accessibility compliance; and comply with NIST Special Publication 800-53 (Revision 5) security standards. Professional liability insurance of $2 million per claim and annual aggregate and network security and privacy liability of $2 million per occurrence and annual aggregate are required. All work must be performed within United States borders.

The anticipated contract term runs July 2026 through June 2027, with options to extend up to four additional years in State-determined increments. The projected system deployment date is June 30, 2027. No specific contract value or funding amount is provided.

Evaluation uses a two-tier methodology with 1,000 base points in Tier 1 (Work Plan 350 points, Functional Requirements and Self-Assessment 300 points, Qualifications and Experience 100 points, Quality Assurance and Control 50 points, Accessibility 100 points, Cost Detail 100 points) plus up to 120 preference points for certified targeted group, economically disadvantaged, or veteran-owned businesses. Tier 2 includes Interviews (250 points), Demonstration (350 points), and Cost Detail (400 points) plus 120 preference points. The State reserves the right to shortlist highest-scoring responders and negotiate with finalists for best value. Questions were due June 12, 2026. Responses must be submitted through the SWIFT Supplier Portal; late responses will not be accepted.
